Food is the first thing for the people,With the continuous development of the economy and society,general secretary Xi Jinping emphasized in the nineteen major reports of the Communist Party that the main contradiction of our society has changed into the contradiction between the growing needs of the people’s life and the development of imbalance.One of the key points of the people’s good life needs is the need for food and other necessities of life,and there should be an attribute in front of the food,which is safe.Safe food is produced and supervised.Since the founding of the people’s Republic of China 70 years ago,China’s economy has made great progress,living materials have greatly met the needs of the masses,the quantity and safety of food has been guaranteed,and the central and local Party committees and governments at all levels are now making every effort to ensure food quality and safety.In the modern society,as a part of the market economy,the market plays a major role in the allocation of resources,but the inherent weakness of the market for profit makes us not indulge in food safety,which requires the "tangible hand"-the government’s macro-control.The government’s macro-control means,including economic,legal and administrative,are all contained in the means of government supervision.Among them,the most important means is administrative means,including the formulation of food safety regulatory policies and regulations,adjustment of the organizational form of food safety regulatory agencies,etc.Santai County has always regarded the food safety work as the top priority of the government work.Through the reform of the organizational form of food regulatory agencies,the integration of functions and personnel,it has continuously strengthened the construction of food safety regulatory capacity,and built a scientific and reasonable food safety regulatory system and mechanism.Based on the theory of the whole government and the theory of institutional change,and by means of case analysis,this paper analyzes the development process,achievements and existing problems of China’s food supervision since the founding of the people’s Republic of China,and concludes that the concept of "large-scale system" supervision is the trend of the reform of food supervision institutions.Then the specific case analysis,Santai County through the "three structures in one" organization integration,"three functions in one" function integration,"three governance in one" mechanism coordination and other reform initiatives to merge the industry and Commerce Bureau,Quality Supervision Bureau,food and drug administration into a market supervision administration,to achieve food safety from production,circulation to consumption chain supervision.The achievement is to break the previous food safety supervision pattern of "segmented supervision first,supplemented by variety supervision",unify the main body of food supervision,clarify the function of food supervision,eliminate the blank and overlap in food supervision,and straighten out the thinking of food supervision.After the institutional reform of Santai County,how to operate food safety supervision,how to improve the effect of functional adjustment,and what aspects need to continue to be adjusted and optimized are discussed.In this paper,we hope to provide reference and reference for the food safety supervision and management of local governments in China,and truly realize "safety on the tip of the tongue". |
