Research On The Development Of New Agricultural Operators From The Perspective Of Rural Revitalization

The implementation of the Rural Revitalization Strategy is a major decision made by the 19 th National Congress,an important way to solve the unbalanced development of urban and rural areas in China,and a historical task of building a socialist modern powerful country in an all-round way.The main body of new-type agricultural management is the main force to implement the strategy of Rural Revitalization and the important force to develop modern agriculture in China.The report of the 19 th National Congress points out that it is necessary to develop various forms of moderate scale operation and cultivate new types of agricultural operation subjects.At present,the main body of China’s new agricultural management team is growing rapidly.However,the problems of conservative management mode,low quality of personnel,difficulties in land acquisition,challenges in financing demand and insufficient ability of risk prevention also restrict the development of new-type agricultural operators to a certain extent.The development of the new type of agricultural management subject will directly affect the Rural Revitalization Strategy.The key to solve the problem lies in innovating the management mode,improving the quality of personnel,implementing the technical support of talents,ensuring the rights and interests of land,improving the relevant land system in time,fully meeting the financing needs of the main body and improving the risk prevention ability of the main body.That is to say,with the external help of policies,systems and capital,we should actively tap the endogenous power of the main body,and build a development mode in which the government,society,new agricultural operation main body and other parties participate in its construction.Once the development problem of the new type of agricultural management subject is solved,it will directly affect the level of agricultural modernization in China,thus speeding up the overall process of Rural Revitalization Strategy in China.Therefore,it is an important task for China to fully analyze the difficulties faced by the development of new-type agricultural operators and actively explore the effective development path of new-type agricultural operators.This paper takes the strategy of Rural Revitalization as the research field,starts with the definition of the
