PPP is a cooperative model of the public sector and social capital,and a form of cooperative relationship formed by the government,for-profit enterprises and non-profit enterprises to provide public goods or services.Through this form of cooperation,all parties involved share responsibilities and financing risks to improve the quality and efficiency of public products or services.Due to the characteristics of PPP,its project financing depends on the cooperation with commercial banks.However,as PPP is introduced in our country for a relatively short time,both theoretical basis and practical experience are inadequate.As commercial banks expand PPP project financing business,they should pay to the quality of assets to study and solve the problem involving PPP financing credit risks.A large number of experts and scholars have conducted extensive research on PPP project risks,but few achievements have been made on PPP financing risks from the perspective of commercial banks.Therefore,this article described the concept of PPP model,development stages,and business process.Through an in-depth study of financing risk sources and categories as commercial banks participate in the PPP project,combined with sewage treatment PPP project cases,the problems that the commercial banks should pay attention to in the process of examination and approval in PPP financing have been summarized,and the corresponding risk prevention measures are also proposed.The sewage treatment project case in this paper is an actual project after the new capital management regulation.Because the new capital management regulation has a great impact on the participation of commercial Banks in PPP financing,this case has a strong practical reference significance.
