In China, sewage treatment industry is invested and managed by China Government, this state monopoly mode without competition leads to low efficiency and high cost due to no intrinsic motivation and outside requirement. Now sewage treatment industry has become the serious financial burden for the government. Government can not afford to establish and operate the sewage treatment factories; this problem has caused water pollution.As the population increase in city and the development of Agriculture and Industry, water pollution is becoming worse day by day because of the sewage increase. Meanwhile the water shortage becomes more serious in the most cities in China. Now it is extremely urgent to speed up the deployment of municipal sewage treatment, improve quality of water environment. If so, the problem would be resolved. Or water source would not meet the requirement of rapid development of national economy.It is said in the Outline of 10th Five-year Plan of National Economy & Social Development that all cities must build sewage treatment installations and 45% sewage will be treated in 2005. At that time, the overwhelming majority of sewage treatment installations will adopt 2 steps biochemical treatment and more than 400 million tons sewage will be treated. At present people pay more attention on how to accelerate the development of sewage treatment industry.China has joined the WTO, according to GATT, China promised on the Environmental Service to allow Foreign Service Supplier to engage in the sewage treatment industry by the joint venture method even hold the majority stock. Ourpresent management system could not fit in with the competition after joining the WTO.In 2000, formerly State Planning Commission suggested to cancel the prohibition of the non-government investment on the all fields except for the fields of state security and state monopoly. Non-government capitals are try to invest on the Water Industry with the right ways.It is an great opportunity to invest in the Water Industry even though there are lots of difficulties, such as lacking sufficient fund, backward in technique, lacking enough water, pollution of the sewage. More and more enterprises intend to invest in Water Industry because of good profit, monopoly and the raising price of water.It is great urgent to reform the sewage treatment management system based the development of sewage treatment industry and requirement of joining the WTO. Sewage Treatment Industry should push forward to market rapidly.Many ways for the reformation on Sewage Treatment Industry are explored; most of them are lack of theoretical guidance and theoretical generalization.In this paper, Sewage Treatment Industry is analyzed on main problems, characteristics and present competitions base on reform experience, history and theories by the means of contrast, examples and comprehensive analysis.
