Study On The Policy Of Time Sharing Car Leasing In China

As a new short-rent sharing mode,time-sharing car rental is an innovation in service mode,technology and management of traditional minibus rental,which improves the user experience,provides a new choice for urban travel,helps to reduce the willingness of individuals to buy cars,alleviates to a certain extent the rapid growth trend of urban private car ownership and the occupation of road and parking resources.Use.On August 8,2017,the Ministry of Communications and the Ministry of Housing jointly issued Guidelines on Promoting the Healthy Development of Minibus Leasing,encouraging the development of time-sharing leasing.The development of China's time-sharing car rental market is in step with that of new energy vehicles.Influenced by the relevant policies of new energy vehicles,China's time-sharing car rental models are mainly new energy vehicles.This paper establishes the evaluation system and evaluation model of China's automobile time-sharing rental policy,evaluates the implementation of China's automobile time-sharing rental policy,finds out the existing problems of the policy,and gives optimization suggestions,so as to provide technical support for the effective implementation of China's automobile time-sharing rental policy nationwide.On the basis of relevant theories of policy evaluation,this paper determines the content of China's automobile time-sharing rental policy evaluation,and evaluates the effect of the implementation of China's automobile time-sharing rental policy;the evaluation method,according to the actual situation of China's automobile time-sharing rental policy,selects the hierarchical analysis method combining qualitative and quantitative thinking.Results the purpose of the implementation of China's time-sharing car rental policy is to establish a first-class evaluation index that focuses on traffic behaviors,supplemented by economy,environment and society.The second level evaluation index is determined by using the actual operation data of car time sharing rental that can effectively reflect the first level evaluation index(comprehensive traffic release data of Ministry of transport 2018).According to the established hierarchical analysis policy evaluation model,this paper evaluates the effect of the implementation of China's automobile time-sharing leasing policy.The comprehensive score of the implementation effect of China's car time sharing rental policy is 2 points,the comprehensive evaluation level is medium,and the implementation effect is poor.With the development of the new energy vehicle policy,China's time-sharing car rental policy was initially designed to take advantage of the advantages of the time-sharing car rental operation mode and accelerate the promotion of new energy vehicles.Subsequently,the national level affirmed the significance of car time-sharing lease in comprehensive transportation travel,and formulated special policies.At the local level,Shanghai,Guangzhou and Chengdu also successively issued detailed policies for implementation.The implementation of China's time-sharing car rental policy aims to improve the user's travel experience and provide a new choice for urban travel;reduce personal willingness to purchase cars;ease the occupation of road and parking resources and alleviate traffic congestion;promote the development of new energy vehicle market;form a multi-level and differentiated urban traffic system;reduce environmental pollution.According to the implementation of China's car time-sharing rental policy,combined with the constructed policy evaluation model and evaluation index score,using the causal mechanism method,combined with the analysis of foreign car time-sharing rental policy,we can judge the actual effect gap of the implemented car time-sharing rental policy,identify the existing problems of the policy,and put forward the corresponding improvement suggestions.
