With the rapid development of economy,the competition betw een banks is becoming increasingly fierce.In order to survive and develop better,retain and attract professionals,banks have set up performance management systems.As one of the four large state-owned commercial banks,the turnover rate of the Agricultu ral Bank of China has been increasing in recent years,which reflects that its performance management system needs to be improved urgently.This paper chooses Changsha County Branch of Agricultural Bank of China as the research object,through finding the root of the problem,designing and improving the process,implementing the safeguard measures,truly establishing a set of practical and effective performance management system,improving the core competitiveness of the same industry,realizing the strategic objectives of the enterprise,reducing the loss of professional talents,and promoting the smooth and rapid development of various businesses.Through sorting out and summarizing the research results of the performance management system of the bank at home and abroad,starting with the performance management system and related regulations of the Changsha County Branch of the Agricultural Bank of China,and combining with the actual operating conditions,organizational structure,human resources structure and current performance management system,it is found that the bank has unclear performance plans,unscientific evaluation methods,unreasonable evaluation indicators and achievements.Such problems as improper performance,unscientific performance commu nication,opaque assessment results,time-consuming and laborious assessment process,etc.According to the different positions of the assessment objects,two combined assessment methods are introduced,which are the combination of key indicators,balanced scorecard,target management,key indicators and employees’ behavioral integrals.Then a branch performance evaluation system scheme is designed,which focuses on optimizing assessment methods,scientifically allocating weight indicators and improving performance communication skills.Finally,the possible problems and safeguards in the implementation of the improved scheme are pointed out to ensure the implementation of the improved assessment scheme.This paper will improve the performance management sys tem of Changsha County Branch of Agricultural Bank of China,which will help to promote the ranking of the same industry and achieve the strategic objectives of the enterprise.Especially for improving the efficiency of performance management system,enhan cing employee loyalty,improving employee spiritual outlook and work enthusiasm has a positive reference significance.At the same time,this study also has reference value for other commercial banks to improve performance management system.
