Performance evaluation is always an important aspect and difficulty for human resource management of public institution, but also is an important management tool of mastering internal staff and motivating staff. People’s Bank of China, as China’s central bank, is one of the component departments of the State Council, also the China’s macroeconomic and financial control departments. Establish a scientific, perfect performance appraisal system and the construction of a high-quality personnel, became an important measure to improve the People’s Bank of China’s ability to perform their dutiesThis paper is a study of employee performance in People’s Bank of China Changsha Branch. Firstly, introduces the background, significance, then through a literature review describes the domestic and foreign research of performance appraisal, research ideas and methods. Secondly, explains the institutional setting and employee performance appraisal situation of Changsha Branch. Combined with questionnaires and interviews, discussed the problems of performance evaluation and the reasons. Thirdly, introduce the principles and the general idea of the performance appraisal program design, then, from the assessment content, assessment indicators, assessment methods, assessment feedback and the use of assessment results to improve the employee performance appraisal program. Since the majority of the PBC jobs emphasis on financial services and management, performance goals can not be quantified for each KPI indicators, therefore, in this study, personal performance appraisal using assessment methods combination of "KPI,360-degree feedback", and set the appraisal cycle depending on the assessment content, conduct employee classification assessment. Finally, describe the implementation steps of employee performance appraisal programs, analysis of the obstacles that may be encountered in the implementation process, to build a security mechanism in implementation, predict the performance appraisal program application results in the management process and proposed direction of continuous improvement.This paper improved the existing employee performance appraisal system and improved performance appraisal program. Through the implementation and results of the monitoring of the target, in close connection with pay and individual performance, to further mobilize the enthusiasm and creativity of staff, improve staff sense of responsibility to promote and create greater employee performance. In this study, performance management and performance appraisal theory applied in practice. The purpose is to provide a reference for the People’s Bank of China Changsha Branch employee performance assessment and enhance science and rationality of employee performance appraisal.
