The separation of three powers is a new policy direction put forward by the Party Central Committee and the State Council.The landing rules of the policy have not yet been clarified.To correctly understand and grasp the connotation of the "separation of powers" and to clarify the path to realize the "separation of powers" is the basis of implementing the policy orientation.This paper holds that the policy goal of "separation of powers" of homestead is to make full use of idle homestead and idle farm houses.Implementing homestead ownership,defining homestead qualification rights,revitalizing homestead and rural land use rights,and giving full play to homestead's self-security function and property function are the general path planning for realizing the separation of three powers of homestead.G District of Foshan City has not systematically formulated the policy system of "separation of three powers" for residential land.There are such problems as confused village planning,serious problems of "hollow villages",poor living environment in rural areas,coexistence of "one family with many houses" and rigid demand,coexistence of excessive construction of residential land and too small historical built area,coexistence of illegal construction and difficult certification.According to the survey,the people in G District of Foshan City expect to redistribute the homestead and increase the intensity of centralized housing construction,but they are not willing to support the village collective to recover the homestead for a fee;they are more willing to exchange the homestead for housing and realize the right of homestead qualification in monetary way,but less willing to withdraw from the use of homestead;they are not willing to transfer the right to use the homestead and rent the right to use the homestead and the aboveground houses.Willingness is large,mortgage financing needs are general,and the old demolition and reclamation policy is not known.Based on SWOT strategy selection analysis and case experience,this paper argues that the central urban area of G District should choose a market-oriented approach,vigorously introduce social capital for centralized development and utilization,promote the market-oriented operation of the right to use residential land,establish the system of transfer of the right to use residential land,lease,mortgage financing and other systems,and establish rental management methods of housing on residential land;the central and Western towns should choose the government as a whole.We should vigorously promote the centralized construction of rural housing,improve the withdrawal mechanism of residential land,realizethe monetary compensation of qualification rights,demolish and reclaim old land,make room for development,develop rural industry and realize the unification of economic,social and ecological "three benefits".
