Scientific and technological innovation is the original driving force to promote economic development,and it is the key factor to enhance regional comprehensive competitiveness.Based on China's economic,financial,trade,and shipping centers,Shanghai is also actively working to advance the process of scientific and technological innovation,aiming at the world's leading edge of science and technology,and striving to achieve breakthroughs in the basic science and core technology areas,strive to become a center of technological innovation with global influence.In this process,Shanghai wants to be an Important source of new global academic ideas,new scientific discoveries,new technological innovations,and new industrial directions,fundamentally to improve the ability of independent innovation.First,through extensive collection,collation,and reading of relevant literature,and classify and summarize the current research results,it is found that the current research on patent information by scholars is basically divided into three directions: patent indicators and patent quality evaluation research;the relationship between patents and technology innovation capability evaluation;and patent-based empirical research about a certain area or some industry.Each scholar has established a diverse evaluation index system based on his own perspective.Although the different index system construction ideas,indicator dimensions,number of indicators,and priorities are different,the main body of the evaluation and the setting of some necessary indicators are very similar.It is found that the vast majority of scholars put perspectives on input capabilities,support capabilities,and output capabilities to build a patent-based technology innovation evaluation system,indicating that many scholars basically reached a consensus on the research of patent-based technology innovation capability evaluation indicators.This paper believes that various angles have contributed to the enrichment and development of patent information mining and analysis.Secondly,this research analyzes the current research results in depth and finds that there are some deficiencies in the current research on patent information and technology innovation capability evaluation,and there are research gaps in deeply digging patent information,further discovering the value of patent's technical intelligence,evaluating the original ability about technological innovation through patents.After analysis,it has been found that in the dimension of index construction,the evaluation of technological innovation input capability,technological innovation support capability,and technological innovation output capability has been repeatedly used by many scholars,these dimensions are relatively fixed and lack innovative development.In the construction of specific indicators,only some simple basic indicators such as patent applicants,inventors,patent types,and number of patents were used.There is no deep digging of the indicators,and the indicators are not classified and summarized,ignoring the focus of different indicators on innovation evaluation.In addition,a considerable part of the technological innovation evaluation indicators based on patent information is not based entirely on patent information,and some indicators are not set from patent data sources.Then,in constructing the evaluation index system,this article comprehensively considered the current mature research results,combined with the characteristics of patent information sources,and considered that patents have a source of inspiration when reflecting technological innovation capabilities.Any patent reflects the only new technology,new method,new idea,new product that does not currently exist,and may have an impact on any subsequent technology.It reflects the endogenous innovation power of the technology owner and it is an indicator that reflects original technological capabilities.In addition,this article takes into account the difference in the effect of patent quality on the evaluation of technological innovation capabilities.High-quality patents can more accurately reflect technological innovation capabilities,so patent quality evaluation is included in the evaluation dimension.In the end,this article constructs a set of 3 first-level indicators,8 second-level indicators,and 22 third-level indicators that are based on patent information,including technical innovation input capabilities,technological innovation output capabilities,and technological innovation quality evaluation.This study also explains the reason and meaning of each indicator,and then uses the analytic hierarchy process to give weight to each indicator.Finally,this article uses the calibration ratio super method to compare the technological innovation capabilities of artificial intelligence technologies in Shanghai,New York,Tokyo,and London,and verifies the feasibility and practicability of the evaluation index system.The research results show that Shanghai's technological innovation strategy capability in the field of artificial intelligence technology lags significantly behind Tokyo and New York,and slightly better than London.The main reasons for Shanghai's backwardness are the low overall quality of patent inventors and applicants,the lack of leading talents and strong leading enterprises in the field,the lack of comprehensive support for the entire chain of intellectual property rights,the low degree of technological cooperation in production,education,and research,and the overall quality of patents is relatively low,lacking key technologies and core technologies in the field.At the same time,this article analyzes the reasons behind the problems reflected in the empirical research,and puts forward suggestions for the problems,to provide references for improving the development level of Shanghai's artificial intelligence technology field and advancing the construction of Shanghai International Science and Technology Innovation Center.Of course,there are still some shortcomings in the setting of the evaluation index and the method of weighting the index,which needs to be further improved in future research.
