Research On Autuality Of Patent Work Appraisement Based On Hebei Province

The world economics already entered the times of knowledge economy, the industry society's biggest resources were Intellectual Property rights this intangible asset, Chinese economy as a part of world economics could not depart from this rule similarly.Patent is a very important part of Intellectual Property activities. Its level presents the technical level of a nation or a district. As the proceeding of society and economic, patent shows more affection on both macro economic and micro economic. The working of patent has formed a system which include patent management , patent protection , patent service and patent implement,promoting science and economics development. But as for patent statistics, We have only the statistics of simple numbers of patent application and patent authorizing.In recent years as a result of the patent dispute case occurrence, caused Our country Enterprise to pay the huge price in the market, therefore, analyzed the local patent work comprehensively each aspect and the existence question has the extremely vital practical significance.My dissertation focuses on measuring the value of patent by studying the app- lication ,authorization and exploitation of Hebei Province based on the theory of Patent. In the paper the data were collected form the website of Chinese country intellectual property and the Chinese Science and technology Statistics Yearbook and Chinese IPR Yearbook .In the essay , First, introduction and base theories of Patent an Intellectual Property .And then introduct the trendation of Heber province's patent application ,authorization and exploitation from the year of patent law implementation . The third part from four aspects——innovation, quantity output ,exploitation and protecting establishes the target system a set of patents work the appraisal, based on the massive data gathering, using the SPSS statistical analysis software, and carries on the real factor analysis to Hebei Province and other 28 provinces; The last , in view of the above statistical result, proposes the Hebei Province patent industry level countermeasure from the four aspects.
