Based on the perspective of principal-agent theory,public choice theory and incentive regulation theory,this paper reexamines the behavior of the rational "Homo economicus" as the micro subject of government procurement in carrying out requirement management activities and the existing problems such as requirements management's not receiving enough attention and the poor quality of requirement management in the current government procurement requirement management activities in China.This paper,using the method of game theory,analyses the different strategies of requirement management related staff in the face of the motivation,and on this basis,combining with the nature of the government procurement activities,analyses the main causes of the problem of the current government procurement requirement management.On this basis,this paper,using the method of game theory and combined with the characteristics of government procurement,analyses the choices and strategies of the requirement management related staff when facing the motivation.and the main causes of the problem related to requirement management.In addition,based on the results of game analysis and the advanced experience in constructing the incentive mechanism of requirement management,this paper proposes several suggestions,such as improving the mechanism of budget allocation,improving the performance appraisal system and introducing external supervision. |
