Study On The Urban-Rural Integration Within Harbin Metropolitan Area

Urban-rural integration is the key to solve three-dimensional rural issues, and the key of urban-rural integration is "city spur the development of rural areas, rural areas promote the development of city". Howerver, the condition which can promote the various elements between city and rural areas flow fully is the "city" closes to "rural" areas geographically. Therefore, the realization of the urban-rural integration must rely on a certain spatial organization structure, and the metropolitan area is the effective carrier. The conndition of natural resources of our country has also decided that choosing the metropolitan as the urbanization road is an objective reality. Thus the study on the the urban-rural integration within Harbin metropolitan areas, as a growing metropolitan area which has "big industry, big agriculture", has great significance in solving the regional "three rural" issues and realize the urban-rural integration.Firstly, this paper summarizes the successful experience of urban-rural integration of United States, Japan, South Korea and domestic Shanghai, Chengdu, Suzhou:government leading, relying on spacial carrier and system innovation.Secongly, this paper establishes a comprehensive evaluation index system of urban-rural integration process, and uses the AHP and grey relational analysis methods to evaluate the urban-rural integration process within Harbin metropolitan area. It concludes that GDP per capita and rural industrial added value are best fit the trend of Harbin metropolitan urban-rural integration curve. Then uses the principal component analysis method to evaluate the urban-rural integration process within Shanghai, Shenyang, Harbin, Chengdu and Zhengzhou metropolitan areas, and ranks the level of urban-rural integration according to the comprehensive score. After comparative analyzing, this paper gives the countermeasures to enhance the level of urban-rural integration within growing metropolitan area: urbanization, industrialization and institutional innovation.Additionally, based on the analysis, this paper analyzes the mechanism of institutional transition on the urban-rural relations:China's urban-rural dual structure system impedes the coordinated development of urban-rural relationship, but it promotes the development of the entire national economy at specific period of time. Reform of1978began to narrow the gap between urban and rural areas, but along with the development of economy, the income gap between urban and rural residents becomes larger gradually, so it's time to reform the unreasonable financial investment system, the household registration system, land system, unequal infrastructure and public service system. Institutional transition of urban-rural integration will change the interests of main body such as farmers, businesses and government. The condition that the institutional transiton can be carried out smoothly is the benefits outweigh the costs, and the institutional transiton of urban-rural integration can lead to the "4-wins" result, so the reform can be carried out smoothly.Finally, the countermeasures of urban-rural integration within Harbin metropolitan area from5aspects are proposed:strengthing urban-rural industry cooperation, ratioanl using land, increasing financial support, transferring surplus labor effectively, equalizing the basic constructure and public service. Finally this paper analyzes the significance of the study on the urban-rural integration within Harbin metropolitan area to the other growing metropolitan areas.
