A Study On The Development Model Of Urban And Rural Economic And Social Integration In Xi'an Metropolitan Areas

Urban-rural integration is a problem that all countries face, while the problems that need to be solved are various due to different periods and regions. As the economic and social development come to a certain level, it’s the high time to reach the stage of industry regurgitation-feeding agriculture and the assists of countryside. The report in the 18th Party Congress pointed out to form a modern industry- agricultural and urban-rural relationship, illustrating that China has entered into the crucial period of urban-rural integration and encountered higher level of the coordinated development of urban and rural areas. As the important engine of promoting urban-rural integration, metropolitan area has achieved greatly in promoting the economic and social development of urban and rural area. In the process of constructing new urban-rural interactive relationship and forming the integration of urban-rural development, it is vitally important to promote the integration development, by means of analyzing the practical experience of metropolitan urban-rural integration and summarizing the development model systematically.This thesis adopts the combination of empirical analysis and normative analysis to construct the index system scientifically. Moreover, according to the orders of time and spatial sequences, the thesis is intended to undertake a comprehensive analysis and evaluation of Xi’an metropolitan urban-rural integration development from 2002 to 2013 by means of Analytic Hierarchy Process, Mean Squared Deviation Method and Factor Analysis. Stage-dependent evaluation on urban-rural integration development level of each district and county is carried out respectively, and the economic, social and ecological contribution is analyzed as well. To be specific, Xi’an is divided into the highest, the higher and the lower region of urban-rural integration in the basis of the level in 2012. This thesis analyzes deeply the specific measures issued by Shaanxi province government, Xi’an city, Xianyang government and Xi’xian district in recent years, along with the case studies, such as Xi’xian development zone, Chang’an modern agriculture, Qujiang cultural industry and Yanta’s remolding village. By summarizing the four canonical schemas, the author interprets their definitions, features and applied areas. Eventually, some policy recommendations are put forward to promote Xi’an metropolitan urban-rural integration, in terms of government policy, industrial development, cultural integration, employment promotion and social insurance.
