| With the gradual improvement of China’s social security policy,a social insurance system which covers all of the fellow citizens has also been preliminarily established.In the process of perfecting various social security policies and systems,new problems emerge right after old problems have been solved.Currently,in the context of focusing on the improvement of people’s sense of gain,the central government as repeatedly stressed the importance of reducing the burden of individual social insurance contributions.The relevant social security departments have also taken various practical measures.This paper takes Shanghai urban employees’ social security as the research object.(which is an integral part of Shanghai social insurance system)And studies the social insurance of urban employees in Shanghai from the perspective of the social insurance base calculation,which is the key to the increment of individual contribution of social insurance for urban employees.After defining the relevant concepts and combing with the evolution of various related policies and the changes of actual data over these years.The current situation become more understandable..At the same time,through the questionnaire survey and interviews on both employees and employers,this paper tries to find out the real difficulties in daily life caused by the increasing of social insurance base.Combining with the path dependence theory,this paper analyses the problems existing in the current social insurance policies,and tries to find out the main reason of various problems.Finally,in view of high growth of social insurance base in Shanghai,this paper gives several countermeasures and suggestions on the problems faced by employees in their daily work and life.Within a process of gradual establishment and continuous improvement,China’s social insurance policy still has a strong localization feature.And is.Only by constantly adjusting and improving policies according to the characteristics of urban development can Shanghai not only improve the social insurance system of the city,but also improve people’s sense of gain. |
