Research On The Supply Efficiency Of Rural Public Goods In Gansu Province

As an important link to ensure people's livelihood and improve the quality of life of rural residents,the supply of rural public goods is an important component of the implementation of the work of "agriculture,rural areas" and the implementation of the rural revitalization strategy.Due to the backward level of economic development,low level of urbanization and deep degree of poverty,the western region is still confronted with problems such as low supply efficiency and unbalanced supply level in the region,and the efficiency of rural public goods supply is the lowest among the four regions in China.The research object of this article selects the Gansu province belongs to the western region,the large poverty area,apparent return rate economic backwardness,poverty,the poverty alleviation funds under the continued support of peasants,rural public product supply is still below the national average per capital,how under the condition of limited resources level to achieve the maximization of the effective supply of rural public goods and become poorer provinces safeguard livelihood of the people,implement the strategy of rejuvenating the country's top priority.Therefore,the study on the supply efficiency of rural public goods in Gansu province is of great significance for the government to effectively coordinate the supply of resources,improve the supply level of rural public goods,provide high-quality life guarantee for rural residents,and realize the rural revitalization strategy.This paper established the applied to the current situation of rural public product supply index system for scientific and effective measuring the efficiency of public goods supply level,in particular: on the basis of the theory of public finance expenditure from fiscal spending to select input index,combining previous research and the present condition of the Gansu province rural public goods supply choose output variables,and environmental factors on the basis of constructed index system of the follow-up on the supply efficiency on the analysis of static,dynamic andinfluencing factors.Secondly,starting from the theory of the efficiency of the supply of public goods,the "3E" evaluation method is used to select the measurement model for empirical analysis.Specifically,Using the three stage DEA method to evaluate various cities in Gansu province(state)efficiency of rural public goods supply from the comprehensive technical efficiency,pure technical efficiency and scale efficiency static analysis,in the second stage SFA regression result influence factors analysis,the use of DEA Malmquist model from the total factor productivity,technical efficiency change and the technical progress index for various cities(state)to analyze dynamic efficiency of rural public goods supply.The research finds that: ?1 From the static perspective: among the 14 cities(states)in Gansu province,only Jiuquan city has achieved the efficiency of three types of public goods supply,which indicates that the current situation of rural public goods supply in Gansu province is not optimistic and there is still a lot of room for improvement.The main reason for this phenomenon is the low efficiency of scale.?2 From a dynamic perspective: the supply efficiency of four types of rural public goods showed a negative growth trend from 2010 to 2017 and the main reason for the decline in supply efficiency was that the technical progress index had been in negative growth.?3 From the perspective of influencing factors: financial autonomy,urbanization level,population density and farmers' income level have different influences on the supply efficiency of public goods in the four dimensions of compulsory education,medical and health care,social security and infrastructure,but the improvement of economic development level may reduce the supply efficiency of public goods in the four dimensions.Finally,according to the specific problems,the paper proposes the efficiency improvement strategy of each city(state),and proposes the general improvement strategy from four aspects:multi-subject participation,supply decision-making mechanism,"soft" public product supply,and supervision and supervision mechanism.This paper hopes to analyze the supply efficiency of rural public goods in cities(prefectures)of Gansu province,provide reference for improving the supply efficiency of rural public goods in Gansu province,and provide Suggestions for improving the efficiency of targeted poverty alleviation work in Gansu province,so as to promote the work of "agriculture,rural areas and farmers" and the people's livelihood in western China.
