Issues concerning agriculture, countryside and farmers have become one of the most important tasks for governments. The Fifth Session of the Sixteenth Central Committee of CCP announced that the ice break to dilemma of issues concerning agriculture, countryside and farmers was to increase the fiscal investment from governments and extend the covering scale of public finance. Meanwhile, how to increase the supplying efficiency of rural public goods has been a pressing issue for Chinese public administration.The research of the institution of public goods supply in countryside is not only the internal needs of the construction of harmonious society, but an inevitable choice to solve the concerns of agriculture, countryside and farmers through transformation process of government function also. On the basis of carding and summary current research results of countryside public goods supply from international and domestic, this paper focused in the efficiency of countryside public good supply of He Nan province, a major grain producing area by yellow river, applied the Data Envelopment Analysis software program testing the efficiency of public goods supply in countryside of He Nan from horizontal orientation and vertical orientation , offered the methodology of improving the efficiency and actuality of countryside public goods supply by analyzing it. These methodologies comprise to arrange the scale and structure of fund to sustain the agriculture reasonably, give a research on the feasibility before starting a project, put more suppliers into rural public goods, optimize the supervision systems and tidy up the fund to make it efficient, evaluate the performance and notice the feedback from consumer of public goods.
