A Study On Farmers’ Satisfaction Of Rural Public Goods Supply In Gansu Province

Since the reform and opening up,China has formulated the goal of building a well-off society in an all-round way.On the way to all-round well-off society,poverty is a biggest obstacle.Therefore,China began to vigorously promote poverty alleviation and development work,and has made remarkable achievements.However,the economic development has continuously increased the gap between the rich and the poor in different regions.The restriction of the development of poor areas makes the poverty alleviation work face more challenges.Even taking the practice and promotion of poverty alleviation methods,the precision and poverty reduction effect of rural public goods supply are still unsatisfactory.Gansu Province has always been a key target for poverty alleviation.After the policy of poverty alleviation was put forward,Gansu actively responded and took the lead in launching the pilot work.Although the provincial government actively promotes the provision of rural public goods to meet the needs of rural economic development and to help poverty-suffered areas to realize poverty alleviation,the problem of insufficient supply of rural public goods still exists.Moreover,the "top-down" supply system completely ignores the needs and satisfaction of farmers.In this study,we take Gansu Province as an example,supply satisfaction survey was carried out from 6 national-level poor counties in the central and eastern regions of Gansu Province.The public goods variables were screened,through principal component and regression analyses.Finally,what public goods have a greater impact on farmers’ satisfaction was the farmer’s living infrastructure,public education,peasant family income.Satisfaction evaluation also reflects the gap between the demand for rural public goods and the government supply.Therefore,suggestions were proposed from our current data for the next step of rural public goods supply for the Gansu provincial government.In summary,our study concluded that: first,the overall satisfaction of farmers in the poverty-suffered areas in Gansu is low;second,for the peasants living in the poor and backward areas,products are closely related to the demand for public goods,but not sensitive to the culture and entertainment.Therefore,the impact of life and production of public goods on farmers’ satisfaction is more significant;third,the local government of Gansu Province should pay attention to the actual demand of farmers more in the supply of rural public goods,and the ways to express their demands.In view of the-above problems,our study proposed the suggestions for the improvement of the policy: the government of Gansu should help improve the supply of rural public goods,and then enhance the overall performance of poverty alleviation work of Gansu provincial government.
