Discussion On The Practice And Improvement Direction Of The Planning And Layout Of Shanghai's Affordable Housing

In recent years,with the increase of the supply of guaranteed housing resources in Shanghai,large scale of guaranteed housing residential communities have gradually be formed in specific areas of Shanghai.To some extent,the guaranteed housing community reflects the general housing situation of the low-income and middle-income poor families in a city.Therefore,the improvement of large-scale guaranteed housing planning also directly reflects the overall situation of a city’s housing development,which is of great significance to study the development and reform direction of guaranteed house,improve the overall housing isolation phenomenon in a city,and create a reasonable,balanced and adequate housing development environment.Shanghai,due to its special development background and urban position,the urban social stratification of Shanghai is developing along the grading of olive type in recent years.At the same time,the overall housing situation of Shanghai residents is in a relatively divided level.Therefore,this paper try to analyze the development and historic process of guaranteed housing planning and layout in different periods of Shanghai from the perspective of residential segregation.Meanwhile,through the city social stratification in the residential segregation perspective to explore the Shanghai guaranteed housing community problems and analysis of the reasons behind the problem;Based on this,this paper explores the future development direction of guaranteed housing construction,and puts forward the need to promote the transformation and breakthrough of planning layout and the quality of guaranteed housing,which is,from "basic security" to "multi-level security" and then to "perfect" the new concept of guaranteed housing planning,so as to promote some humble opinions of constantly improving the residential segregation in Shanghai,reducing the urban housing situation,and,promoting the overall level of housing development stably and orderly in Shanghai.From the aspect of improvement and optimization,this paper formulates the improvement path for the future development direction of Shanghai guaranteed housing planning and layout through the following three aspects: Firstly,at the level of whole housing source planning and layout,we should formulate improvement measures from the source by ensuring the location,scope,quantity and land resources of housing.Secondly,from the perspective of hierarchical layout of housing source planning,a perfect mechanism should be promoted from exploring "security housing + Commercial housing",complex planning mode and discussing "CBD district" and "suburban" hierarchical planning mode.Thirdly,from the aspect of micro level of housing source planning,improvement measures should be formulated in the aspects of Preliminary property planning,green environment layout and public supporting facilities planning.
