At present,China is in the upsurge of "public entrepreneurship" and "popular innovation",high quality science resources become an important support for improving the scientific literacy of the whole nation and realizing the strategy of science and technology.With the increasing attention of the Chinese government to the popularization of science and technology,the main driving force of the development of popular science is gradually changing from increasing the input of science popularization and expanding the scale of science popularization to improve the efficiency of the popularization of science resources.It is a prerequisite to ensure the healthy development of science and technology in our country,and the scarcity of resources is how to improve the efficiency of science resource allocation on the basis of existing popular science.It has become a huge challenge in the development of science popularization.This paper based on the summary of the existing research on popular science resources,measures the efficiency of science resource allocation as the main thread,introduces the theory of public goods,the theory of resource allocation efficiency,the scientific literacy of the public.Related science resources theory,we describing the current situation of the development and utilization of resources science and find out the existing problems.Then put forward and constructs the index system of science resource allocation efficiency including science input and output.Using the statistical yearbook of popular science in China,we can find the data needed to be used as the data source.The BCC model,super efficiency DEA and Malmquist index were used to analyze the allocation efficiency of science popularization resources in China from two aspects of static and dynamic.The purpose of this paper is to calculate the allocation efficiency of science popularization resources in different regions and classify them according to the results,and further discuss the main factors that affect the efficiency of science and technology resources allocation.The following conclusions are drawn from the analysis of the results:(1)From the annual change,the efficiency of national science and technology resource allocation in 2008 to 2015 is fluctuating,the increase of pure technical efficiency plays a major role in promoting the efficiency of science resource allocation.(2)More than half of the provinces in China are in the stage of constant or increasing returns to scale,expanding the scale of science popularization resources can greatly promote the efficiency of the allocation of science popularization resources.(3)From the provinces total factor productivity,the eastern region is better than the science resource allocation of the central and western regions,there are large differences between regions,most areas of the allocation efficiency of Science Resources in recession and wandering stage.According to the empirical results,we put forward four suggestions: Perfect the work mechanism of science popularization and reduce the regional efficiency difference;Make rational use of the advantages of population and improve the quality of science popularization personnel;Play the characteristics of the region itself,optimize the structure of the venue management;Establish a scientific evaluation system,improve the supervision and evaluation of resources.This paper expands the evaluation index system of popular science research,constructs a set of evaluation index system of science resource allocation efficiency,enriches the popular science research method,combines BCC model,Malmquist index,super efficiency DEA and other methods,through the study of the panel data to grasp the overall trend of science resource allocation efficiency,and provide a reference for further research.
