Energy is the important instrument of production and life, and the insufficiency of energy has led to the energy crisis, the rising price of energy and even the energy war. China features itself for the vast territory and abundant goods, but is also a highly energy-consuming country. As the Chinese economy grows, the energy consumption increases vapidly, and the domestic energy production cannot meet the demand of current energy consumption, so the serious energy demand deficiency emerges.As for the issue of energy deficiency, many scholars have conducted researches about this, and from respective of energy consumption constructer and energy production technology and economic growth that act upon the energy deficiency, they give their different explanation. Based upon these researches, this paper analyzes the consumption status, and evaluates the energy efficiency around the several provinces in the pasts decades through the method of supper efficiency data envelopment analysis and discovers the efficient areas in China; and performs the research and illustration about the energy efficiency change by Malmquist index analysis, and find the main reasons that lead to energy efficiency change; afterwards, conducts the linear regression equation to the public recognized factors of energy efficiency, obtaining the influencing direction and extents of these factors, discovering the main reasons of low energy efficiency problem, and proposes some improvement advice as to these reasonsAfter research on the energy consumption data from 1997 to 2008 and economic growth data, this paper discovers that the energy efficiency decreases correspondingly in the eastern area, central area, and western area. In the 29 provinces of China, the super-efficient energy efficiency value of Shanghai and Guangdong is always higher than 100%,which are the benchmark areas in China. The change of total factor energy efficiency decreases correspondingly in the following areas: eastern areas, western areas and central areas. The energy efficiency of most areas in China is increasing.The areas which show highest change of average energy efficiency are :Shanghai, Tianjin, and Ningxia. As to the reasons of this change, the scale efficiency of technologic improvement makes the relatively conspicuous contribution to the energy efficiency raising, while in the central and western areas it is achieved most through the raising technologic efficiency. The analysis on the factors affecting the energy efficiency shows that industry contracture, industrialization level, marketization level and technologic improvement as well as the energy price all affect the energy efficiency, but the extent varies in different areas.Industry constructer conspicuously affects the energy efficiency around the whole China, but most in the eastern area. In the central area the most conspicuous factor can be the industrialization level. In the eastern areas the factors are all conspicuous. Therefore, this paper proposes some advice like perfecting the energy administration organization, stimulating the energy-saving mechanism innovation, and definitely formulating the energy-saving policies.
