Research On Allocation Efficiency Of China’s Regional Science And Technology Resources

Science and technology is the first productive force, the development of scienceand technology depends on the allocation of science and technology resourses. Andscience and technology resources which are scarcity require that people must distributethem effectively according to certain rules to play the biggest benefits of science andtechnology resources. The allocation efficiency of science and technology resources isthe specifical embodiment of science and technology resources allocation, so studys onthe allocation efficiency of science and technology resources help to optimize theallocation of resources of science and technology, to promote regional economicgrowth.The paper researches on the allocation efficiency of science and technologyresources, mainly analyzes the development rule of the allocation efficiency of China’sregional science and technology resources in past several years, and how the externalfactors influence the allocation efficiency of our country’s regional science andtechnology resources. The shortages of the past studies are single method anduncomprehensive analysis angle. Thus, firstly the paper uses Malmquist index methodto measure the allocation efficiency change index of our country’s science andtechnology resources from2003to2008, and analyses the results from different aspects.Then this essay uses DEA-Tobit two-step method to research how five external factorsof economic development level, education level, degree of openness, industrial structure,and consciousness of science and technology influence the allocation efficiency of ourcountry’s regional science and technology resources. Finally based on the reseachresults and the oversea experience of the allocation of science and technology resources,the paper gives some suggestions to improve the allocation efficiency of our country’sscience and technology resources.The results show that: from2003to2008, two-thirds of the allocation efficiency ofour country’s regional science and technology resources is in growth stage, theimprovement of index of scientific and technical development is the main reason of thatgrowth. Meanwhile there is a big gap between each region, each province, in general theEast presents higher than the Midwest, and the Middle is higher than the West. Theregression analysis of the influencing factors finds that education level, degree ofopenness, industrial structure, and consciousness of science and technology has a significant effect on the allocation efficiency of our country’s science and technologyresources.
