The reorganization and cooperation have now become the tendency of harbor development. The formation and development of nearly all the large foreign city economy circles are closely related to the harbor economy. Harbors play an important part in the economy development of regions and cities, the strategy of harbor development should also be the important content in the strategy of region economy development. As one of the strategic resources of economy society, the coast harbors in Zhejiang province are facing a very good developing prospect and opportunity with the main trend of economical globalization and quick adjustment of global economy structure, China's entering WTO, west development and increasingly development of "Yangtze River Delta" area, the tasks that realizing well-off society in national-wide as well as realizing modernization ahead of time in Zhejiang Province. Meanwhile, the coast harbors in Zhejiang province, especially Ningbo and Zhoushan Port, are encountering a tremendous competition from their counterparts.Ningbo and Zhoushan Ports, the main ports in Zhejiang province, are the rare ports with deep water in Asia as well as the important parts in south of Shanghai international shipping center. The total cargo handling capacity in Ningbo and Zhoushan Ports has surpassed 300 million tons at present. Ningbo Port, specially, has being become the second biggest port in China and is also well-known in the world. Zhoushan Port is a famous port with deep water in China, with many deep navigational water ways and owns natural condition of becoming the port of international grade. The two harbors are located in both sides of identical port territory, only 9 miles away from each other, and use the same navigational water way, anchorage as well as economical hinterland. But due to the difference in administrative area delimits and managing system, the two ports become irrelevant in layout, construction and management. For a long peroid, they have many conflicts in the aspect of ships, navigational way and contains. Now, by advancing the integration of these two ports, we may unify them by adjusting the function and layout of the existing quays and berths, further optimizing the harbor function structure and the overall layout. We may also develop together the harbor engineering project according to the inherent laws of market economy and waterfront resources development, achieving the goal of foreword development and reasonably selecting harbor resources. The economy scale will be displayed fully and competitive ability will be remarkably improved by puting the two ports as one brand. After these two ports being merged, Yangtze Rive Delta may have two world-class big ports.The integrated development is a dynamic process, which means that, in a sovereign state, between provinces, various areas and cities which are close or more similar in their geography and culture characteristics, to promote overall...
