first key project is multimodal transport project.The "sea-rail transport" is the most efficient way of logistics organization.With the complementarity and exchange of our country and other countries,the initiative will be more urgent,more demand for international logistics based on maritime transport,maritime logistics development has been gradually attached importance.Sea-rail transport is a kind of multimodal transport in modern logistics system,It means that the import and export container goods are transported by the ship directly to the coastal port by the ship,or the container goods are transported by the ship to the coastal port and then transported to the destination city by rail.Only one declaration,one inspection,and one release are allowed.A transportation method that completes the entire transportation process.Container sea-rail transport is a kind of logistics transportation mode combining railway transportation and water transportation.It carries out a simple one-time shipment,one-time billing,one-document and one-insurance transport process.Carriers of different transport segments undertake the social and economic activities for the purpose of cargo transportation.China's sea-rail transport is a comprehensive transportation system that integrates railways,highways,water transport,and shipping through a backbone of two nodes.Among them,one trunk refers to railway container transportation,and two nodes include container terminals and inland dry ports.Overseas Sea-rail transport started early.In recent years,in order to meet the needs of international port city and is to build the national sea.The objective requirements of the iron transport demonstration channel and the establishment of Zhejiang's marine economic core demonstration zone are important measures to accelerate the building of Ningbo Qianggang International and promote the transformation and upgrading of the transport economy.In recent years,thanks to the joint efforts of the Ningbo Municipal Government and related organizations,through the guidance of policies and stimulation of economic means,the scale of Ningbo Haitie's intermodal transport has been continuously expanding,infrastructure construction has been continuously improved,and the level of transportation services has been continuously improved,among which containerized sea-rail transport Business has achieved rapid development and achieved a historic breakthrough.In addition,the number of sea-rail combined trains has steadily increased,and the train mode has also continued to the sea-rail transport is to achieve faster and better development of the important ways in the sea port city.To improve the shortcoming of container railway transportation and to build Ningbo-Zhoushan port a modern logistics center,It has become vital that promoting container sea-rail transportation and increasing the weight of sea-rail intermodal transportation.This article focuses on the relevant theories and developments of the sea-rail transport,and studies the related strategies of Ningbo-Zhoushan Port to carry out the sea-rail transport business.This article first elaborates the concept of sea-railway transport research background and related theories,etc.,combines the development model of overseas sea-rail transport in ports,and compares the development status of sea-rail transport in major coastal ports in China,and sorts out the internal and external environments of Ningbo-Zhoushan Port to develop sea-rail combined transport.Analyzed the current port basic conditions,location advantages,external economic and market environment,policy opportunities,and related forecasts for the hinterland's economy and transportation requirements in Ningbo-Zhoushan Port,,and combined SWOT analysis method with the advantages and disadvantages of Ningbo-Zhoushan Port for the development of sea-rail transport.Analysis of opportunities and difficulties.Finally,through theoretical guidance combined with the actual situation of the development of sea-rail combined transport in Ningbo-Zhoushan Port,relevant suggestions for relevant measures are proposed.The purpose of this study is to provide theoretical advice and practical methods for the development of Ningbo-Zhoushan Port through detailed discussion and analysis,and to optimize the port collection and transportation methods at Ningbo-Zhoushan Port.In the end,he hopes to provide suggestions for the development of sea-rail transport in Ningbo Zhoushan Port.It has a positive and effective role in maintaining sustainable development of the port.In this paper,the relevant analysis and planning of container sea-rail transport in Ningbo Zhoushan Port has been carried
