Energy is the material basis for the survival and development of human society.With the continuous development of China's economy,the total amount of energy consumption is also growing.The problem of energy conservation and the envionmental pollution caused by fossil energy combustion has attracted more and more attention.Zhejiang Province is not only a coastal province of China,but also a majar erergy consumption province.The primary energy self production rate of Zhejiang Province is very low,most of the primary energy depends on foreign input:and the contradiction between energy supply and demand is prominent.Therefore,it is of great significance to improve the energy utilization efficiency of Zhejiang Province to resolve the contradiction between energy consumption,resources and enviromnent.In the energy utilization structure of Zhejiang Province,industrial production and consumption are the most important sources of energy consumption and the largest source of air pollutant emissions.Improving industrial energy efficiency is the key to improving energy efficiency in Zhejiang Province.Based on the industrial panel data of 11 cities in Zhejiang Province from 2010 to 2018:this paper analyzes and calculates the changes of industrial energy efficiency of each city in Zhejiang Province by using the analysis method of BCC--Malmquist total.factor efficiency model.The industrial energy efficiency mentioned in this piper is actually the comprehensive energy efficiency of the environment,which only considers the energy economic efficiency of the enviromn ental unexpected output and energy input.This is an alternative evaluation index of energy conservation and emission reduction proposed in this paper based on the purpose of national construction of lean energy demonstration Province,combined with the unreasonable aspect of the total energy consmption and energy intensity control task of the whole society in the current economic development of local governments in China.Through the calculation and comparison of various input-output models of production factors.this paper concludes that the capital and labor input of 11 cities in Zhejiang Province will play a decisive role in the comprehensive energy efficiency value of BCC model,which will greatly weaken the interpretation and differentiation of the indicators,so as to verify the rationality of the environmental comprehensive energy efficiency indicators.It is of reference significance to assess the energy consumption intensity of energy consumption intensity in various regions.This paper uses the principal component analysis method,from the perspective of the key energy consumption industry,through the comparative analysis of the overall industrial energy efficiency and the energy efficiency of the key energy consumption industry,to evaluate the major impact of the relevant key energy consumption industry on the envionmental comprehensive energy efficiency.The results show that the environmental comprehensive energy efficiency values of the eight high energy consuming industries in Zhejiang Province from 2014 to 2018 are all lower than more than half of the overall value.The energy efficiency of electric power,thermal power production and supply industry has declined significantly,but the energy efficiency of other seven high energy consumption industries has been greatly improved,and the industrial enterprise s except the eight high energy consumption industries have the fastest energy effciency improvement.This paper holds that in order to improve the comprehensive energy efficiency of environment,Zhejiang Province should optimize the industrial structure and energy consumption structure.According to the situation and characteristics of eight high energy consuming industries,the strategies should be taken respectively,so as to reduce the proportion of energy consumption in high energy consuming industries.At the same time,Zhejiang Province should make full use of the geographical advantages of coastal areas,vigorously develop renewable energy;through market-oriented energy trading mechanism and industry awards and subsidies.continue to promote technological progress,and achieve coordinated improvement of industrial energy efficiency in cities.
