Energy issue has always been the focus of China's economic development and the transformation and upgrading of the industrial structure.At present,the level of energy consumption in our country is increasing,the traditional primary energy consumption causes the environment worsening and the energy efficiency is low.Improving energy efficiency is not only a means to promote economic development from extensive to intensive,but also an important way to control environmental pollution and enhance the overall competitiveness of the economy.Hebei province is a big province of resource-based industries,emphasis on the industrial structure,the total energy consumption of huge resources and environment is facing the grim situation,the high energy consuming industries accounted for more than 90% of total energy consumption,energy consumption and greenhouse gas emissions of large.In this context,a comprehensive analysis on the development situation and energy consumption of high energy consuming industries in Hebei Province,puts forward the corresponding countermeasure and suggestion on this foundation,is to improve the energy efficiency of Hebei Province,an important breakthrough in the development of green economy.The research object of this paper is the high energy consuming industries in Hebei province.From the administrative area of this research,including the county level city,Hebei Province,around the area;from the research of the high energy consuming industries,according to the actual development of Hebei Province,the research object is limited to the coal mining and dressing industry,petroleum processing,coking and nuclear fuel processing industry,chemical materials and chemical products manufacturing,non-metallic mineral products industry,ferrous metal smelting and rolling processing industry,electricity,heat production and supply industry six high energy consuming industries.Based on the analysis of the development status and energy consumption of the six high energy consuming industries of Hebei province by using the single factor energy index,this paper uses the data envelopment analysis method(DEA),we select the industrial enterprises above the scale of industry GDP as output index,annual average balance of fixed assets,the industry of employment and annual energy consumption fee amount as input index,calculation of high energy consuming industries in Hebei province 2010-2014 total factor energy efficiency.The results show that,in general,the energy efficiency of the six high energy consuming industries increased year by year.The petroleum processing,coking and nuclear fuel processing and electricity,heat production and supply industry overall energy efficiency reached the highest production line;the efficiency of non-metallic mineral products industry increased fastest;chemical raw materials and chemical products manufacturing,ferrous metal smelting and rolling processing industry,coal mining and washing industry the energy efficiency is relatively low,the average efficiency of 2010-2014 of black metal smelting and rolling processing industry was the lowest,the input and output structure is not reasonable.Then use the two stage Tobit regression method to analyze the factors that affect the total factor energy efficiency.The analysis results show that the technology innovation,industry structure and energy price and energy efficiency is positively correlated,there is no significant relationship between nationalization degree and energy efficiency,which may be related to the interaction between the various influencing factors.Finally,on the basis of the previous studies,this paper puts forward some countermeasures and suggestions on the improvement of energy efficiency of high energy consuming industries in Hebei Province on the basis of government,industry and enterprises.
