Research On Agricultural Insurance Helping Poverty Alleviation In Jilin Province

The weak nature of agriculture makes agricultural producers face not only serious natural risks,but also greater market risks.Agricultural insurance can effectively disperse the natural and market risks of agricultural production,stabilize the income of farmers,increase social welfare,prevent the risk of poverty and return to poverty.It is the stabilizer of agricultural production and farmers' income.Industrial poverty alleviation is the only way to achieve the actual effect of targeted poverty alleviation in China.The research on the effect and problems of agricultural insurance in poverty alleviation will help to promote the development of poverty alleviation projects and achieve stable and sustainable poverty alleviation in poverty-stricken areas.As a major agricultural province and underdeveloped province in China,Jilin Province has always insisted on giving full play to the advantages of agricultural resources in accordance with local conditions to carry out industrial poverty alleviation,and actively guided agricultural insurance to promote industrial poverty alleviation and obtained more influential pilot experience.This paper takes Jilin Province as the research object,on the basis of scientific definition of relevant concepts,systematic interpretation of the nature and attributes of the poverty alleviation of agricultural insurance assisted industry and the establishment of the analysis framework of the poverty alleviation effect of agricultural insurance assisted industry,comprehensively and deeply analyzes the current situation and risks of industrial poverty alleviation in Jilin Province,the effectiveness and shortcomings of the poverty alleviation of agricultural insurance assisted industry,and selects "insurance + futures" for poverty alleviation The typical cases of the model specifically analyze the practice exploration and policy enlightenment of the industry poverty alleviation assisted by insurance.In the above background and analysis framework,the main research contents and conclusions are summarized as follows:First of all,analyzes the basic situation and risks of industrial poverty alleviation in Jilin Province,and studies the effects and shortcomings of agricultural insurance in helping industrial poverty alleviation from the perspectives of risk aversion,economic compensation,financing and credit enhancement,and resource integration.Secondly,using the method of double case analysis,this paper discusses the participants,operation mode and the results of corn "insurance + futures" mode in 2017 Zhenlai County of Baicheng city and 2019 Shuangyang District of Changchun City,discusses the effectiveness of agricultural insurance in the development of corn industry,and analyzes the advantages and disadvantages of agricultural insurance mode in the effectiveness.Finally,according to the deficiencies and the results of case analysis,the corresponding suggestions are put forward.It mainly includes: enhancing farmers' insurance awareness and enthusiasm;strengthening the innovation and promotion of agricultural insurance products to expand the coverage of agricultural insurance;integrating financial funds to guide the enthusiasm of insurance companies in product development;giving full play to the innovation of "insurance plus" diversified financial composite products to improve the level of agricultural insurance protection.
