Research On System Problems Of Housing Accumulation Fund Of Our Country

The system of housing accumulation fund has already been established for sixteen years. In the developing process, it has been improved increasingly, each item of which has developed steadily and accumulated a huge amount of housing funds. The system has obtained remarkable achievements and is helpful in solving difficulties of staff's housing, converting their conceptions of consumption and constructing a housing system of different levels . At the same time, as a new-born thing, it also gets lots of doubts. The paper analyzes the problems of this policy by methods of combining quantitative, qualitative and contrast analysis and offers some constructive advice.The paper begins with the characters of the system, then compares it with other funds and foreign housing financial policies. Meanwhile, it also analyzes some problems in our country and its management in DaQing city. I think the problems are as following: The interest rates are arranged unreasonably, the covering fields are narrow, the fund uses are less efficient which can't be adjusted in different regions and are unbalanced too, the localization of the organizations is incorrect and the surveillance is very difficult , the potential risks exist in the process of management and operation of funds. The problems in DaQing are as following: its covering fields are less, its organization disposition is unreasonable, its agents distributing are unbalanced, its utilizing rates is low, its ideas and methods of management lags behind others and so on.Facing these problems of the system of housing accumulation fund and the management practice in our country, the paper puts forward some constructive suggestions to perfect it. We should relocate and rebuild our management organizations and its surveying organizations, design diverse policies of the housing interest rate , enlarge the covering fields, innovate the varieties of loans, perfect the loan policies, increase the technology level in service and establish the resisting risk systems.
