Research On Operational Risk Management Of ZF Community Bank

Under the background of Rural Revitalization and Inclusive Finance,as a new rural financial institution,rural banks are developing rapidly.Operational risk is widely distributed in all aspects and links of the management of community banks,and the losses caused by them are various and have attracted much attention.As the largest and widest community bank group in China,ZF Community bank has gradually expanded its pilot scope and strengthened its financial innovation,and the operational risk problem has become increasingly prominent.How to effectively manage the operational risk and ensure the sustainable and stable operation of the community bank has become the primary problem facing its development.This dissertation will take ZF Community bank as the research object,focusing on the issue of operational risk management.First of all,according to the theory of operational risk management,the dissertation identifies and optimizes the operational risk of ZF Community banks.Through extensive collection of internal and external operational risk data,the problems are divided into counter business and daily operation processes based on the process perspective,identifying and analyzing the causes and potential risks of operational risk in each process,and combing them with the flow chart method and process carding way to identify and optimize the risk points of 6 high-risk businesses and 32 operation processes of 7 management lines of the bank,laying a solid foundation for the evaluation and control of operational risk.Then,through the methods of expert interview,questionnaire survey and literature review,the dissertation constructs the operational risk evaluation index system of ZF Community bank,and determines the index weight based on the AHP;evaluates from the two dimensions of risk occurrence probability and impact degree,constructs the operational risk problem rating matrix,and classifies the problems in combination with the relevant data from July to December 2019.On this basis,the fuzzy comprehensive evaluation method is used to evaluate the overall operational risk of ZF Community bank.The result shows that the overall operational risk level is good,and the control and management measures related to the operation risk are basically sound and effective.Finally,this dissertation introduces and analyzes the existing operational risk control measures and problems of ZF Community bank.Combined with the evaluation results,it puts forward corresponding control measures and suggestions for four types of operational risk inducements: process,personnel,system and external.At the same time,it carries outapplication research.Through the comparative analysis of the effect before and after the implementation of the operational risk control measures,it verifies the measures and construction Validity of the proposal.The conclusion of this dissertation improves people's understanding and mastery of operational risk management theory,provides technical and methodological reference for ZF Community bank's comprehensive and accurate operational risk management,so as to help Community bank to carry out more comprehensive and effective operational risk management,make it develop healthily and steadily,and do a good job of financial support and construction for agriculture,rural areas and farmers in China.
