In March 2018,Trump's"Presidential Policy Memorandum"triggered the largest trade war between China and the United States since the 21st century.As of October2018,for China and the United States,which two countries account for 60%of the world's GDP,the trade war has touched the heart of the world,the whole world focused their global attention on the impact of the China-US trade war and the responses.Faced with the protection of high-tech intellectual property rights in the United States,China has adopted a strategy of restricting or even prohibiting the purchase of its main export agricultural products from the United States.Agriculture is closer to the tradition than the secondary and tertiary industries.It does not require a long period of preparation and construction,and food crops even have a higher rate of return than some cash crops.In previous years,China's grain import quotas were in staple food producing countries such as the United States,Brazil,Argentina,Vietnam,and Thailand.In the past two years,with the start of the“China-US trade war”and China's sanctions against US grain farmers,Russia has gradually become a new grain import country.In the Russian grain trade with China,the main staple food is soybeans,supplemented by wheat and corn,and the traditional exported grains of coarse food is mainly barley,oats and rye.The soybean products are favored by China because of its non-GMO characteristics and low-cost,high timeliness advantages.Russia has gradually become China's preferred import partner to achieve the diversity and substitutability grain import strategy.Taking advantage of its own agricultural planting,low-cost,high-quality and geopolitical advantages,plus the trade complementarities between Russia and China in the field of grain trade,Russia successfully achieved the expansion of grain export scale to China and the adjustment of export structure from2017 to 2019,the proportion of global grain exports to has progressively increased.With the further deepening of the grain trade between the two countries,Russia's grain export quality to China has become more and more competitive.At the same time,Russia's agricultural development and trade problems and risks are becoming clearer.For these reasons,on the basis of explaining the overall situation and the overall economic and agricultural development of Russia,this paper takes wheat,corn and other major food crops produced in Russia as the representative,through accurate data analysis of the scale,structure,export prices and the output value,combined with the comparative analysis of the competitiveness of Russian and other major exporting countries'grain exports to China,summarize the theoretical and empirical factors that affect Russia's grain export to China and further clarify Russia's advantage in grain exports to China Conditions,identifying problems and risks,and finally summarizing the contents of the full text,put forward suggestions on Russia's grain export to China,and lay the foundation for better promotion of cooperation between the two countries in the field of grain trade.
