Food is the first necessity of the people,food safety is an important matter for the country and the people.Our country's food safety environment shows a healthy development trend these years,However,the food safety problems of small and micro food production enterprises are still outstanding.Small and micro food production companies have these characteristics: small scale,large number,scattered distribution,backward production equipment,dirty,chaotic,and poor sanitary conditions.Therefore,it is difficult to supervise the food safety of small and micro food production companies using the traditional government's single regulatory model.It has been unable to meet consumers' requirements.And it is a consensus to introduce third-party regulatory forces for co-governance.For the reason consumers are the group that has the most direct contact with small and micro food production companies,introducing consumers as a third-party supervisory force into food safety social co-governance can improve the efficiency.The research object of this paper is the social co-governance model of food safety in small and micro food production companies.The research object of this paper is the social co-governance model of food safety in small and micro food production enterprises.Firstly,this paper sorts out the relevant literatures;secondly,cites relevant theories such as new public management theory,governance theory,and participatory democracy theory.Based on the literature analysis and theoretical analysis,this paper analyzed the famous case "Xia Chedan ".These are reasons for the food safety problems of small and micro food production companies: the first one,the secret and wide distribution of micro food production enterprises;the second one,the local government's regulatory pressure is huge;the third,news media is greatly restricted which is an important part of the co-governance.The fourth,Insufficient consumer awareness of self-protection.Of all,the fundamental problem lies in the incomplete transformation of government functions,incomplete legal construction,and lack of public participation mechanisms.Next,the questionnaire survey and statistical analysis were used to analyze the food safety satisfaction of consumers,the governance behavior of each social co-governance subject,and the influencing factors of consumers' participation in social co-governance.It is found that consumers' satisfaction with small and micro food production enterprises is low,and consumers' personal cognitive ability has the greatest impact on consumers' participation in social co-governance.According to the results of statistical analysis,based on the principles of governance according to law,governance on demand,joint governance of governance by law,it is concluded that this paper propose an optimization model and optimization strategy for the social co-governance model of food safety for small and micro food production companies.Then put forward the following suggestions: First,the government must clarify the responsibilities of various departments and improve the public participation mechanism;second,producers should improve production conditions,abide by the law and improve their quality;third,the news media should promptly expose bad enterprises and carry out follow-up reports and promote those high-quality enterprises;Fourth,industry associations should strengthen industry self-discipline,guide consumers to participate in social co-governance;Fifth,consumers should learn more about food safety knowledge,enhance self-protection awareness,and actively participate in food safety social co-governance.At the same time,the feasibility analysis of the implementation and application of this model based on legal,social,personal and technical angles is presented in this paper.It is expected that it can provide optimization strategies and ideas for food safety cogovernance.
