Since the beginning of the 21 st century,with the accelerated development of economic globalization,the operation of enterprises has also shown an international trend.International trade and the expansion of multinational companies have promoted the development of international procurement,which has become an important development strategy for enterprises.The competition between supply chains has become a real competition between enterprises.For long-term pharmaceutical companies,pharmaceutical manufacturers must innovate their procurement strategies in order to achieve enterprise development and maximize the benefits under their current status.Founded in 1995,Changyao Company has developed into a high-tech modern pharmaceutical enterprise integrating the production and sales of characteristic Chinese medicine varieties and biochemical medicine varieties.After more than 20 years of development,the company has formed its own procurement management system.Although the existing management system can maintain the survival of the company,the long-term pharmaceutical company has not innovated its procurement if it is affected by the current medical insurance control policy,generic drug consistency evaluation policy,new drug management law,and an increasingly severe drug regulatory environment.The development of the strategy must be like‘Sail against the current,fall behind'.Based on the theoretical knowledge learned by MBA,and consulting literature,it finds the following problems in the procurement management operation model of Changyao company: The company does not pay enough attention to the procurement department;the design of the procurement approval process is unreasonable;the procurement management system is not perfect;supplier management is weak;The the ability of purchasing staff is weak;information construction is weak.Through the SWOT analysis method,the advantages,disadvantages,opportunities,and threats of the company's procurement management were analyzed,and a procurement strategy was formulated so that the advantages can be brought into play,and the disadvantages can be compensated and corrected.At the same time,in order to solve the problems in the procurement management of long-term pharmaceutical companies,the corresponding optimization strategy is formulated.To solve the problem of unreasonable process design,optimize the process nodes and approval authority.The optimized process not only improves the efficiency of procurement work,but also makes the coordination between different departments more harmonious.Answer to the question of the system is not sound through the revision of the original "purchasing and supply management method",make it meet the requirements of the management of the existing procurement activities,at the same time according to the purchasing work needs new formulated the "procurement operation manual",the measures for the administration of the bidding and procurement staff working rules,the measures for supplier management system,such as for purchasing department organization and implementation of procurement activities to provide sufficient and reliable policy basis.In order to strengthen the audit of the results of procurement activities,a project audit team was set up to make the procurement methods and prices more reasonable and compliant.In order to strengthen the constraints on the procurement staff,we revised the staff performance assignment according to the key performance indicators,which increased the pressure on the procurement staff and helped improve the quality of work completion.For the problem of purchasing model without supply chain,ERP system is introduced,and purchase management module is added to realize data sharing between upstream suppliers,downstream distributors and enterprises,so that information transfer can be seamless.As for the weak management of suppliers,the supplier scoring principle was revised,and sufficient support was given to high-quality suppliers,so as to promote the two sides to move forward towards strategic cooperation.In order to ensure the implementation of the procurement optimization strategy,an incentive mechanism for procurement personnel was formulated to enhance the sense of responsibility and work enthusiasm of the procurement personnel;in order to stimulate the service awareness of suppliers and help enterprises achieve management innovation,a supplier incentive mechanism was formulated.Finally,through the cost-benefit analysis of the implementation of the procurement management improvement strategy of Changyao Pharmaceuticals,it is concluded that the company's existing strategies will help the company achieve cost reduction and efficiency enhancement,and help enhance the company's market competitiveness.
