As the audit requirements on commercial banks,which keep in continuous adjustment and reform in internal operations and control.On the procurement work,the commercial bank's centralized procurement work has gone through more than 10 years'development.Since the Ministry of Finance issued some political requirements,commercial banks have strengthened the centralized procurement management,especially on large scare procurements.As one of the biggest top stated-owned commercial banks in China,the government support Z bank a lot no matter in political regulations or economic assistance.With the dramatically growth of business scale,the rapid increase in purchasing costs came by and the scale of procurement continued to expand,so that Z bank gradually built the project procurement management system.From the current situation of complement,there are numbers of problems to be solved,such as lacking purchasing management experience,long purchasing process,without proper control in purchasing links,the ethics level of purchasing staff need to be improved,etc.A wide range of financial business put forward lots of new requirements for the bulk procurement projects.Purchasing management can help enterprises to obtain better supply resources,to establish and maintain long stable cooperation with suppliers,to set up strategic cooperative relations and achieve win-win business dealings.Especially through the introduction of supplier competition mechanism,high-quality bulk procurement services and purchasing cost saving are all guaranteed,by which marketing resource would be shared reasonable and efficiently.Meanwhile,proper control to suppliers is good for revealing the behavior in daily purchasing operation,to take better charge of purchasing process,to prevent corruption between both parties.The paper takes two major procurement projects in Z bank as example:information technology outsourcing procurement and software and equipment purchasing to be the analysis cases.Combining with the theory of purchasing management,the writer designed questionnaires to make employee interviews to get public opinions and suggestions on existing purchasing procedure.More importantly the writer can get some data about the average amount of every projects or monthly purchases.Furthermore,the writer searched some information about external or internal interbank present purchasing situation as the basis of comparison with Z bank,which aiming at discussing how to follow the procedure from plan making to contact signing at the view of compliance and lawful.All above are beneficial to make successful,efficiency and effective procurement projects,and help to figure out a way to increase budget implementation efficiency,also to decrease operation risks.Through the analysis on all those factors,the paper is conducted to offer some executable methods to reduce huge operation costs,to offer suggestions and advices to push forward the use of purchasing management in bulk procurement.
