Research On The Construction Of Financial Shared Service Center Of HD Group

In recent years,the international economic situation is complex,while the growth rate of domestic economic is slowing down.2020 is the end of the 13 th five-year plan for accounting reform and development issued by the Ministry of finance.During this period,an increasing number of enterprises began to combine the new generation of information technology and adopt the organizational mode of Financial Sharing Service Center to carry out the reform in the field of enterprise financial management.Relying on the information technology such as artificial intelligence,big data and cloud computing,the Financial Sharing Service Center restructures the organizational structure,improves and optimizes the enterprise process in the form of management change,makes the best use of the internal resources of the enterprise to face the uncertainty of the external environment of the enterprise.Based on the theory of shared service,process reengineering and enterprise internal control,this paper takes HD group financial shared service center as the research object.Firstly,it introduces the related theory of Financial Shared construction,expounds the research enterprise industry overview,enterprise overview,enterprise financial control status and its existing problems.Secondly,it summarizes and analyzes the establishment of Financial Shared Service Center Plan,main framework and specific construction scheme of the framework.Last but not least,the paper evaluates the expected operation effect of the research enterprise sharing service center,and reveals Financial Sharing Center's expected effect,which are helping group's strategic expansion,supporting core development,improving efficiency and service quality,and reducing operating costs.The conclusion of this paper is as follows.First,HD group's financial management is faced with the current situation of insufficient management and control,high personnel cost,low work efficiency and inadequate strategy implementation,which makes it necessary and feasible to build a financial sharing service center.Second,in order to improve the current situation of financial management,HD group financial sharing service center should consider three principles,construction objectives,schedule planning and construction framework.Third,the specific construction framework should include organization design,business process design,information system design and operation management system design.The key factors of organizational structure design are the relationship between HD group's management mode,financial department,Financial Sharing Center and the group's subsidiaries.And the key factors of business process design is the consideration of internal control,risk prevention and normative documents.What's more,the key factors of information system design are the needs to carefully design the function,scope relevance,cost-benefit principle of establishing new systems or integrating the original systems with others.Fourth,after the completion of the financial sharing service center design,the financial department should carry out the expected effect analysis to confirm the implementation effect of the plan.Finally,the research of this paper also provides practical guidance for enterprises with similar financial management characteristics.
