A Research On The Impact Of The National High-tech Zones On The High-tech Industry

As we know the high-tech industry makes tremendous effects on the development of China.What's more,the USA wants to impede us to develop high-tech industry by using the trade war.So it is important to develop cutting-edge knowledge industry on our own.Establishment of science and technology industrial zones is the one of the greatest policy to take advantage of innovation to develop economy.It is an extraordinary policy to boost the development of the high-tech industry,achieving the goal of development in high quality.Moreover,the national high-tech zones have become an important carrier for implementing the innovation-driven development strategy and promoting the high-quality development of China's economy in the new era.So it is significant to do some research of the relationship between the high-tech industry and science and technology industrial zones.Based on the panel data of 285 prefecture-level cities in China from 2000 to 2016.This paper analyzes the effect of national high-tech zones on the development of high-tech industry through the difference-in-differences method and the difference in differences-propensity score matching.And this paper uses the mediating effect to do some research.The study found that: ?The national high-tech zones significantly promote the outcome of high-tech industry.?The impact of national high-tech zones on outcome of high-tech industry has obvious growth cycle heterogeneity,the promotion effect of the higher city lever national high-tech zones on outcome of high-tech industry is more significant than the lower city lever national high-tech zones;? There is a regional difference in the impact of national high-tech zones on outcome of high-tech industry.? Mediating effect model reveals that the human capital and the fund that the government invest in science and technology are the factors that boost the outcome of high-tech industry.Finally,some countermeasures and suggestions are put forward to introducing high-end human capacity,enhancing the supervision,promoting the support from the government,developing location-based industries,actively advancing “ the third time entrepreneurship” and other aspects.
