Since the 21 st century,National high-tech zones has been the core support for China’s high-quality economic development,and one of the important positions for achieving the goals of the 14 th Five-Year Plan for national economic and social development.According to the data disclosed by the Ministry of Science and Technology on February 26,2022,in 2021,the 169 national high-tech zones(hereinafter referred to as "high-tech zones")in China had a revenue of over RMB 48 trillion,an increase of about 12% year-on-year;total profit of RMB 4.2 trillion,an increase of about 17% year-on-year;and a concentration of about 1/3 of the country’s high-tech enterprises;the effect of a number of world-class industrial clusters is becoming more and more obvious.Although high-tech zones have made important achievements,it goes without saying that since the 19 th National Congress of the Communist Party of China in 2017,when high-quality development was clearly proposed,the traditional development model and development path of high-tech zones have been challenged,with technological development ahead of schedule and economic development lagging behind,unbalanced regional development and industrial isomorphism,high-tech zones at different stages of development enjoying the same industrial promotion policies,imbalance between the supply of advanced production factors and demand,over-reliance on investment-driven,economic growth is slowing down,management efficiency needs to be improved,high-quality development of high-tech zones is imperative.Based on this,this paper intends to analyze the basic characteristics of different development stages of high-tech zones from the perspective of life cycle,follow the principle of dynamic classification,and apply industrial cluster,industrial structure evolution and externality theory to explore the dominant development power and development countermeasures of different stages,so as to provide decision-making reference for local governments to optimize the management of high-tech zones.In this paper,qualitative and quantitative methods are used to systematically study the relevant content of high quality development of high-tech zones.The first part summarizes the background and significance of the topic,introduces the research methods,logical structure,technical route,etc.,and reviews the domestic and foreign relevant research status,related concepts and classical theories,paving the way for subsequent research.The second part discusses the stage characteristics and dynamic mechanism of high-tech zone development from the perspective of life cycle.The development stage characteristics are analyzed from the aspects of enterprise distribution evolution,enterprise innovation network evolution,industrial ecosystem evolution,value-added methods evolution and policy-oriented evolution.The dynamic mechanism of development is divided into endogenous motive force and exogenous motive force from the perspective of enterprises.The third part combines the present situation of the development of high-tech zones,the evaluation index system of high-quality development of high-tech zones is constructed from the five development concepts of high-quality development,including innovation-driven development,industrial structure optimization,green ecological livable,open cooperation and sustainable development ability.The five target layer consists of 24 indicators.Then,this paper explains the general characteristics of different development stages of high-tech zones based on the dynamic mechanism,and introduces the methods to discern each stage of life cycle.The fourth part,according to the evaluation index system of high-tech zones constructed in the previous section,taking the high-tech zones in Jiangsu Province as an example,the entropy weight and TOPSIS method is used to evaluate the high-quality development level of 18high-tech zones in Jiangsu Province.The results show that Suzhou Industrial Park and Nanjing High-tech Zone have the best development level,with a comprehensive score of more than 0.5.Suzhou High-tech Zone,Wuxi High-tech Zone and Changzhou High-tech Zone have better development level,with comprehensive scores between0.3 and 0.5.Nantong High-tech Zone and Lianyungang High-tech Zone have average development level,with comprehensive score between 0.2 and 0.3.The remaining 11high-tech zones development level are relatively poor,with comprehensive scores below 0.2.Based on the evaluation results of high-quality development level,the development stages of high-tech zones are identified by systematic clustering method.The results indicate that 13 high-tech zones,including Kunshan High-tech Zone,Changshu High-tech Zone,Jiangyin High-tech Zone,etc.,are in the initial stage;Suzhou High-tech Zone,Wuxi High-tech Zone,Changzhou High-tech Zone are in the growth stage;Nanjing High-tech Zone and Suzhou Industrial Park are in the mature stage.In the fifth part,according to the empirical research results,combined with the general characteristics of each life cycle stage of high-tech zones and the high-quality development requirements of high-tech zones,puts forward development suggestions for high-tech zones in the start-up,growth and mature stage from the perspective of enterprises,government and intermediaries respectively. |
