Study On The Evaluation And Countermeasures Of Harbin Smartcity Construction

In 2008,IBM first proposed the concept of "smart planet",followed by the vision of "smart city",which triggered a global upsurge of smart city construction.Smart city makes urban life more convenient by means of modern science and technology,which is a new concept and model to promote the wisdom of urban planning,management,construction and service.In recent years,with the rapid development of urbanization in China,urban management problems such as traffic congestion,environmental pollution,energy shortage,urban public security,and medical difficulties have become increasingly prominent.With the improvement of people’s economic level,more livable,convenient and safe urban life has become the new pursuit of the people,and there is more demand for the convenience and wisdom of infrastructure.People yearn for the urban life of resource conservation,environmental friendliness and wisdom exchange.Driven by the increasingly mature artificial intelligence,big data,cloud computing and other modern information technology,smart city,as a new mode of urban development,has successfully entered the orbit of urban construction,and has been highly valued by the state.Harbin has been a national smart city pilot since 2013,and has actively implemented the national call.It has achieved initial results,but there are still areas to be improved.Firstly,this paper briefly analyzes and summarizes the background of smart city construction,and on the basis of clear research purpose and significance,combs and summarizes the relevant literature of smart city and smart city evaluation system at home and abroad.On the basis of literature research,the connotation,characteristics and construction objectives of smart city are defined,and the theories of urban management,sustainable development and stakeholders are taken as the theoretical basis of this paper.On this basis,according to the idea and principle of index system construction,the evaluation index system of smart city is constructed.Using the evaluation index system constructed in this paper,four sample cities are analyzed horizontally,and the construction of Harbin smart city in 2014-2017 is analyzed vertically.At present,Harbin has many problems,such as slow economic development,low level of science and technology,environmental level to be improved,and weak information infrastructure.Finally,combined with theoretical analysis and empiricalresearch,the paper puts forward countermeasures and suggestions to improve the construction of Harbin smart city.
