With the transformation of the principal contradiction in our society and the transformation of the tourism development mode to high-quality development,the increasingly diversified tourism demand urgently requires the transformation and upgrading of tourism in various regions with different levels of development.All-for-one tourism,as a new strategy for tourism development in the new era,not only provides a brand-new development model for the transformation and upgrading of regional tourism and sustainable development,but also receives a positive response from all over the country to promote the exploration and practice of All-for-one tourism.At the National All-for-one Tourism Promotion Conference held in November 2019,it was pointed out that the development level of All-for-one tourism in the region should be greatly enhanced,and the people's beautiful pursuit of "poetry and far afield" should be continuously realized.As a world-famous popular tourist destination,Guilin is transforming and upgrading the tourism industry through the important grasp of All-for-one tourism,Taking Guilin as the research object,it is imperative to conduct comprehensive quantitative evaluation and analysis of the development level and obstacle factors of its All-for-one tourism in recent years,determine the problems existing in its All-for-one tourism development,and make timely adjustments and improvements to promote the high-quality development of its All-for-one tourism.Firstly,this paper makes a detailed analysis on All-for-one tourism,system theory,urban-rural integration theory,sustainable development,based on the results of domestic and foreign related All-for-one tourism research and national standards,and combined with the analysis of the system structural elements of All-for-one tourism development,an All-for-one tourism development level evaluation system consisting of 5 first-level indicators and 43 second-level indicators consisting of tourism resource endowment,tourism social support,tourism service support,industry integration and innovation,and benefit coordination and sharing was constructed;Secondly,based on the index data of Guilin from 2013 to 2018,the comprehensive evaluation model based on entropy method is used to evaluate and analyze the development level of All-for-one tourism in the past years,and then the main obstacle factors that hinder the improvement of the comprehensive level of tourism development in Guilin are analyzed by means of the obstacle degree factor diagnosis analysis method.The research results show that: from 2013 to 2018,theoverall All-for-one tourism development level of Guilin has shown an upward trend,among which,it has been slowly increasing from2013 to 2016,and it has been increasing rapidly from 2016 to 2018;At the same time,according to the diagnosis analysis of the obstacle degree factors,it was found that the main obstacle factors that have affected the promotion of All-for-one tourism development in Guilin in recent years are concentrated on tourism social support,benefit coordination and sharing,and tourism resource endowment,combining the quantitative analysis results of the obstacle degree model and the actual situation of Guilin's All-for-one tourism development,the measures to improve the level of All-for-one tourism development in Guilin are put forward in view of the five constraints.This paper takes the definition of the concept and the analysis of the All-for-one tourism system structure as the starting point to construct a relatively complete evaluation system,and expands the scope of All-for-one tourism evaluation research to a certain extent,which has certain reference value for improving the level of regional All-for-one tourism development and its effect evaluation.
