With the development of the tourism economy, tourists' requirements for the quality of tourism services are also increasing. As an important support for the development of regional tourism industry, the regional logistics industry derives tourism logistics as a product in the mutual integration.Scientifically and rationally measure the level of tourism logistics, clarify the development status of regional tourism logistics, and establish a more optimized tourism logistics operation mode, which is not only conducive to enhancing tourists' consumption experience and satisfying their individualized logistics needs, but also can seek reasonable countermeasures to clean up tourism products The actual obstacles in the circulation process enhance the competitiveness of regional tourism logistics.Based on the concept of tourism logistics, this study bases on industrial energy level theory and regional logistics theory, and divides tourism logistics energy level into tourism logistics labor level, tourism logistics circulation consumption level, tourism logistics service facility level and tourism Four components of logistics information development energy level, establish corresponding evaluation index system.Taking 3 cities of the same level and the remaining 13 cities in Guangxi Zhuang Autonomous Region as reference objects, the level of tourism logistics in Guilin is measured horizontally and vertically. The first part takes Guilin City as the main body of evaluation, and selects Huzhou City,Zunyi City, and Shangrao City as the reference cities.Using the entropy weight TOPSIS method to measure the tourism logistics energy levels of the four cities in 2017.The results show that the ranking of tourism logistics energy levels of the four cities is Zunyi,Huzhou,Guilin and Shangrao.Guilin's overall tourism logistics energy level is weak, and the main shortcomings are the circulation consumption level and information development level. The second part first measures the tourism logistics energy level of 14 cities in Guangxi, and then uses the system clustering method to divide 14 cities. The results show that Guilin's tourism logistics circulation consumption level, labor level, service facility level, and information development level are all at a high level within the Guangxi Zhuang Autonomous Region, but there is a large gap with the capital of Nanning. In order to further enhance the level of tourism logistics in Guilin,a tourism logistics supply chain collaboration model with fourth-party logistics as the core and a second-party community-based tourism logistics model organized by third parties have been established. The first model realizes the integration of logistics resources in the tourism commodity supply chain through fourth-party logistics enterprises, making up for the deficiencies of third-party logistics enterprises in strategic planning and supply chain integration capabilities. The second model takes travel agencies as the core and establishes a community relationship between the supply and demand of urban and rural tourism commodities,so as to unblock logistics channels and expand the circulation scale of tourism commodities. Finally, the article puts forward the countermeasures for the development oftourism logistics in Guilin, including measures to improve the overall level of tourism logistics, the level of circulation and consumption, and the level of information development. For example, formulate tourism logistics industry plans, improve policies and financial support;strengthen Guilin tourism shopping industry chain, build tourism commodity manufacturing cluster;promote Guilin tourism informatization project, build tourism logistics information service platform.
