Rural financial poverty alleviation is the main breakthrough to solve the rural impoverished rural households' own development motivation and capital shortage.Although China's rural financial poverty alleviation models are diverse, policy financial poverty alleviation has been the main feature for a long time, and its main feature is government subsidies, which tends to cause farmers to form the concept of "waiting, demanding, and relying on",and insufficient use of poverty alleviation funds. This has led to serious poverty returns. Therefore, the poverty alleviation mode gradually changed from the "blood transfusion" poverty alleviation mainly based on rural credit cooperatives' microfinance, financial poverty alleviation, and financial support industry poverty alleviation,to the "blood-making" poverty alleviation model in which social enterprises participated in financial poverty alleviation. Some scholars have used successful foreign social enterprises to participate in financial poverty alleviation as a case study of their operating mechanisms, organizational management, and risk control. However, there are few deficiencies that are not suitable for China 's existing laws and regulations and China 's rural status.Scholars' research is in line with the local case of rural development in China. Therefore, this article starts with the theory of institutional change and studies the process of change in China's local case, the Zhao Wuda Women's Sustainable Development Association.Social enterprises, governments, and loan farmers are the bureaucrats of institutional changes. When pursuing their respective goals, they are boundedly rational.Various developments will constantly change their own behavioral decisions according to the behavior of the other party, and influence each other to promote each other. This process circulates back and forth until it reaches a stable strategy state, thus introducing an evolutionary game model to seek multi-party optimal decision-making,and analyzing the influencing factors of reaching the optimal strategy.Secondly, the Matlab software is used to perform numerical simulation on the evolution results, and further analyze how to influence the evolution stabilization strategy results. This paper concludes that factors such as the closeness of the UNPROFOR team, the government's support, and the cost of social enterprise expansion will affect the evolutionary stability strategy. When the player's initial willingness changes, only the rate of evolution will be changed, which has no effect on the final stabilization strategy. When the influencing factors change, the final evolutionary stabilization strategy will also change accordingly.Through the analysis of the changes in social enterprises, the conclusions of this study have some reference for policy formulation and provide development ideas for social enterprises committed to rural financial poverty alleviation.
