Study On The Countermeasures Of Rural Financial Poverty Alleviation In Poor County Of Heilongjiang Province

Poverty is widespread in all regions of the country.Alleviating poverty requires not only government policy support,but also the need for economic development.The state government and relevant staff continue to explore the poverty alleviation model in order to achieve poverty alleviation.In recent years,the model of poverty alleviation has been innovated,including education and poverty alleviation,medical poverty alleviation,financial poverty alleviation and so on.The mode of financial poverty alleviation is widely regarded as the most effective model of poverty alleviation.The model of financial poverty alleviation is different from the traditional mode of poverty alleviation.It is driven by the financial development,the poverty alleviation work is closely linked with the financial development,and it has a significant role in the process of poverty alleviation.And the government undefined poverty alleviation funds can maximize the utility through the way of financial poverty alleviation,and make the government transport the government.With less capital,the poor can be lifted out of poverty.The research on rural financial poverty alleviation in our country is still immature,scholars mostly focus on the relationship between financial development and poverty alleviation,and the analysis on the influencing factors of financial poverty alleviation is relatively scarce.And the basic aim of the study is the financial poverty alleviation in the whole country,and the financial poverty alleviation in the specific area is less.Because there are significant differences in the level of financial development and the degree of regional poverty in various regions of China,the research on financial poverty alleviation in the whole country has no pertinence,so it is difficult to promote the local financial poverty alleviation.Based on the actual situation of rural areas in poor counties of Heilongjiang Province,this paper first defines the concepts of poverty and financial poverty alleviation.It is clear that the research object of this paper is the poor rural population who have the ability to develop and are willing to develop,and combing the relevant theories of financial poverty alleviation,on the basis of consulting a lot of literature,Clear rural financial development is indeed conducive to the rural poor people out of poverty.On the basis of referring to the relevant studies of experts and scholars in the past,combining with the actual situation of financial poverty alleviation in poor areas of Heilongjiang Province,this paper puts forward that the poverty alleviation level of rural financial institutions should be used to measure the degree of poverty alleviation by rural financial institutions in poor areas.At present,the proportion of poor counties with relatively high level of rural financial poverty alleviation in Heilongjiang Province is 10.71,and the proportion of relatively low poverty counties is 67.86.The proportion of poor counties with relatively low level of rural financial poverty alleviation in Heilongjiang Province is relatively large.The overall level of rural financial poverty alleviation is uneven,and there is still much room for improvement in the level of rural financial poverty alleviation.Based on the field investigation and research results,this paper constructs an index system to influence the level of rural financial poverty alleviation in poor counties of Heilongjiang Province.By consulting relevant statistical data and collecting data,we analyzed the financial poverty alleviation degree of 14 state-level poor counties and 14 provincial poor counties in Heilongjiang Province in 2016 by means of factor analysis.This paper analyzes the main factors that affect the poverty alleviation of rural finance in the poor counties of Heilongjiang Province at the present stage.The results show that the effective factor,endogenous financial factor and scale factor affect the level of rural financial poverty alleviation in poor counties of Heilongjiang Province.The efficiency of rural financial poverty alleviation,the rural endogenous financial resources and the scale of rural financial poverty alleviation have a cumulative explanation of 94.50 factors,which are the main factors affecting the poverty alleviation level of rural finance in poor counties of Heilongjiang Province.Based on the results of the analysis and the actual situation of rural financial poverty alleviation in poor counties of Heilongjiang Province,this paper puts forward that the scale of rural financial poverty alleviation and the efficiency of rural financial poverty alleviation should be analyzed and the corresponding countermeasures and suggestions are put forward.Specifically,in order to give full play to the important role of rural finance in poverty alleviation in poor counties of Heilongjiang Province,and promote the poverty alleviation of rural finance,this paper combines the research conclusions and the actual situation,and makes clear the object of poverty alleviation in rural finance.In order to promote the financial poverty alleviation in the rural areas of Heilongjiang Province,it is necessary to improve the repayment ability of the poor population,innovate the rural financial poverty alleviation coverage,strengthen the rural credit risk management and purify the rural financial poverty alleviation environment.
