Predicaments And Its Logic Of Poor Households’ Active Participation In The Industrial Poverty Alleviation

As a worldwide issue,poverty has different mechanisms in different countries and regions.Although all countries are committed to reducing and eradicating poverty and have made great achievements,with the economic development and social progress,poverty has not only decreased,but has become more prominent.As an important promoter of the world’s anti-poverty practice,China has made tremendous contributions to the world’s poverty reduction cause.Since the implementation of the Poverty Alleviation Policy,China’s rural poverty alleviation and development work has achieved remarkable achievements.However,due to the constraints of many factors in the practice of anti-poverty,the rural poverty alleviation in rural areas has experienced different degrees of problems in the process of entering the village.The government over-emphasized the participation in poor farmers in the process of poverty alleviation and development.leading to the appearance of "participation" among poor farmers.This requires the introduction to a new anti-poverty governance concept-a participatory poverty alleviation concept with "participatory governance" as the core.As an important practice field of participatory governance,industrial poverty alleviation is an important way to explore the active participation in poor farmers in industrial poverty alleviation projects.The current industrial poverty alleviation has emerged from/as the ideal and reality,demand and action in the process of practicing participatory governance.Tension,poor farmers’participation status is marginalized and they cannot actively participate in industrial poverty alleviation projects.In order to better to explain this problem,this study incorporates the precise poverty alleviation,the interaction of the differential pattern and the "administrative logic" of instrumental rationality and the "local logic" of value rationality in the analysis framework of the traditional Western participatory governance theory.Three variables are shaped to try to analyze the dilemma and generation logic of poor farmers actively participating in industrial poverty alleviation projects.Taking the industrial poverty alleviation project in C village of F province as an example,this study analyzes the participation degree of poverty-stricken farmers in the whole process of industrial poverty alleviation through the way of comprehensive research.It is found that with the development of industrial poverty alleviation projects,the active participation in poor farmers is decreasing trend The reason for this phenomenon is caused by the interaction between the government,the dragon enterprises,the village cadres and the poor farmers based on their own behavioral motives.The government has too strong leadership and enforcement in the current system;the leading enterprises are based on the market.The principle cannot find a balance between self-development and social responsibility;the village cadres based on the traditional power structure to eliminate the industrial poverty alleviation policy objectives and the poor farmers based on survival ethics lead to a weak position,lack of voice and right to know.This study attempt to summarize the experiences and lessons of rural poverty management in China through the analysprojectsis of the active participation in poor farmers in industrial poverty alleviation,and provides important reference to from the upcoming rural revitalization strategy.In addition,exploring the tension between ideals and reality in China’s rural poverty and antipoverty governance will also help to improve and innovate the governance mechanism for new poverty issues after 2020.
