Research On Tai’an Basic Pension System For Urban And Rural Residents Development Status And Countermeasures

The basic pension system for urban and rural residents is an important part of China’s pension insurance system.It covers urban and rural residents and has a large number of insured persons.It is a benefit system that helps solve the problem of old-age pensions for urban and rural residents.Whether this system can operate healthily is related to the stability and development of the country and the realization of the goal of building a moderately prosperous society in an all-round way by 2020.Therefore,it is particularly important to solve the problems existing in the basic pension system for urban and rural residents.In 2014,Tai’an City began to fully implement the basic pension insurance system for urban and rural residents.After rapid development in recent years,fruitful development results have been achieved.Pension benefits have increased year after year,and it is becoming more and more convenient for the masses to handle business.It has played a greater role in urban and rural residents’ retirement protection.However,with the further implementation of the system,some problems have emerged.In order to understand the implementation effect of the system in Tai ’an City and residents’ views on the system,I went to Tai’an Social Insurance Business Center to learn about the development process,platform and team building,fund raising and management level,information construction and so on of the basic pension system for urban and rural residents in Tai’an city.On-the-spot visits to some streets,villages and towns(community),telephone interviews with relevant personnel and other ways of investigation and research,interviews with grass-roots managers,to understand the business process,charging method,qualification certification of the personnel receiving benefits,etc.Conduct questionnaire surveys of residents to learn about residents’ Understanding level,willingness to participate in insurance,payment grade,residents’ satisfaction,etc.The investigation questionnaire and interview results are collated and analyzed,Combined with official data of Tai’an Social Insurance Business Center,Summarizes the development status of Taian’s basic pension system for urban and rural residents.Through researching and judging the research data,it is found that in the implementation of Taian’s basic pension system for urban and rural residents,there are problems such as such as residents’ weak willingness to participate in insurance,fund management risks,low treatment level,imperfect grass-roots platform,and uncoordinated department cooperation.The analysis shows that these problems are mainly caused by the inadequate publicity of the government,the low level of fund coordination,the insufficient investment of financial funds,the insufficientattention paid by the government to the grassroots,and the lack of communication and coordination mechanisms.The research has drawn out countermeasures to solve problems such as strengthening policy propaganda,improving the level of fund coordination,increasing financial investment,strengthening grassroots platform construction,and establishing departmental coordination mechanisms.In order to promote the healthy development of the system in Tai’an City and provide some reference suggestions for the development of the system across the country.
