Situation And Countermeasures Of Basic Pension System For Urban And Rural Residents In Anhui Province

On 7 February 2014,the Executive Meeting of the State Council adopted the decision to integrate the New Pension System for Rural Residents with the Old-Age Insurance for Urban Residents,and to establish a unified basic pension system for urban and rural residents.Anhui province as early as in 2011,due to the "new farming keeps" and "city house protect" the basic framework,basic model,the basic process of similarity,therefore,decided to try to two in the "new farming keeps" pilot area unification.A complete coverage of urban and rural residents basic endowment insurance is to implement "basic,resilient,sustainable," the basic policy of the important measures,is the implementation of "fairness,liquidity,ensuring sustainability" the important thoughts of a social security system with Chinese characteristics.The system can guarantee people’s basic living standards,and can adjust social promoting fair income distribution,also can promote the urban and rural economic and social sustainable development.Anhui as a big agricultural province,the most populous province,the implementation of the system is helpful to break the social security system in our province and complex system,the phenomenon of "fragmentation",really do much system full cover,fundamentally change the past rely on families in anhui rural areas in retirement pension,depend on the land,to rely on countries rely on social security of the new thinking,new pattern.In trying to implement the system of basic old-age insurance for urban and rural residents in anhui,so far there have been five years,how to carry out the results of the system,the implementation of what are the problems and difficulties in the process,whether in the new situation under the new situation appeared defects,these need us to track research and summary.System of basic old-age insurance for urban and rural residents in anhui province,the author of this paper,with the method of questionnaire investigation and visit,through summarizing collection of reading literature materials to implement the policy in anhui,analyzes and proposes the improvement opinion.This article is divided into six parts altogether.The first chapter is the introduction.Mainly discusses the research background,purpose and significance,the domestic and foreign literature on the introduction and review,research ideas and methods.The second chapter is the definition of related concepts and theoretical basis.Mainly elaborated the related concept,the basic old-age insurance system for urban and rural residents of the theoretical basis,as well as the development process of the pension system in Anhui province and the characteristics of urban and rural residents pension insurance system implementation.The fourth chapter is the questionnaire investigation and analysis.I used a questionnaire designed random questionnaire survey in Northern Anhui,Anhui,Anhui three rural area.Collect data to make a quantitative analysis of the data,and then find out the situation of the implementation of the system and related issues.The fifth chapter is empirical analysis.The use of the questionnaire survey data,regression analysis,respectively,to explore factors influencing choice of pay grades,and the impact of continued insurance factor.Basic Pension Insurance System Strategies of Anhui Province Inhabitants Chapter VI.Mainly for in Anhui occurred during the implementation of the policy in question,propose appropriate improvements.
