Study On The Basic Implementation Of The Basic Pension Insurance System For Urban And Rural Residents In Kenli District Of Dongying

With the continuous deepening of world aging degree,China’s social pension problem has also paid more and more attention to urban and rural residents,increasing demand for pension,in order to improve the social endowment insurance management system of our country,and then as soon as possible to achieve the full implementation of urban and rural endowment insurance policy in the country in recent years,China promulgated and implemented the draft document has carried out a series of pilot work of endowment insurance policies in different regions,has achieved fruitful results.As of 2014,China has explored the combination of two kinds of social endowment insurance,including new agriculture,insurance,city and residence,and has consolidated the basic old-age insurance for urban and rural residents.Taking this as the research object,through the relevant policy and theoretical literature study,to understand the change and development of endowment insurance system in different period,a clear implementation of the system of theoretical and practical basis,necessity and feasibility,analysis of the implementation of a unified system,to identify the existing problems in the implementation process,the feasibility of the proposed specific.On this basis,the residents of urban and rural social endowment insurance system in Kenli district for a case study,the actual status of development,urban and rural social pension insurance system of the masses of urban and rural social endowment insurance system in the implementation of the Kenli district and the construction of the indispensable,and further explored its implementation process in the presence of the defects and deficiencies in the endowment insurance system,combined with the local actual situation,discussed the existing problems and put forward feasible opinions and suggestions.Through the in-depth study,we can find that there are many problems in Kenli urban and rural endowment insurance implementation,is mainly due to the following reasons: the government responsibility allocation is not reasonable,the coordination mechanism is not perfect;agencypersonnel and equipment behind,the lack of financial investment;policy advocacy is not popular,insured residents enthusiasm is not high;insufficient levels of financial investment,basic pension growth and the payment of subsidies is low;gradient subsidy system lacks the incentive effect,payment is not significant.So aiming at the problems mentioned above,in order to solve,and quickly implement the urban and rural endowment insurance policy must be: rational allocation of government responsibility,and promote the coordination and cooperation between departments;strengthen the basic service platform and model construction;reasonable division of government fiscal responsibility;improve the incentive mechanism;improve the overall management of pension etc..
