The establishment of a unified basic pension system and make all people enjoyequitable access to basic pension insurance, it is the inevitable requirement of China’seconomic and social development and to promote the “new four modernizationâ€. It is notonly good for the longitudinal flow of population, to strengthen social security, but alsomake the masses have stable expectations on the improvement of people’s livelihood; andof great significance to encourage consumption, innovation and Entrepreneurship. Now,several different kind of pension systems exist in China, they need to be unified graduallyand step by step.February26th2014, the State Council issued “the Opinions on the Establishment of aUnified Basic Pension System for Urban and Rural Residents†it said under circumstancesof basic realization of the new type of rural social endowment insurance and the completecoverage of social endowment insurance for urban residents, these two systems would becombined according to the law; and establish unified basic pension system for urban andrural residents nationwide. Meanwhile, it also needed to integrate resources, and topromote the communication of the basic pension system for urban and rural residents withother social security systems. The introduction of the opinions, took first step out toestablish unified social endowment insurance system at the national level.This article takes Beijing as the research object, which set up basic pension system forurban and rural residents initiatively in2009and meanwhile established basic pensionsystem for urban employees to connect with; at the background of national implementationof basic pension system for urban and rural residents, further study on integration of basicpension system for urban employees with basic pension system for urban and ruralresidents. The article first introduce concept about pension, and theoretical evidence to setup basic pension system for urban and rural residents, including equity theory and thetheory of public service equalization. Afterwards the development of China’s pensionsystems and the present situation of pension systems in Beijing are to be introduced. Theproblem and cause of the pension system in Beijing is analyzed objectively. And discussabout the feasibility to set up unified basic pension system in Beijing. Then it start with thespecific method, using parameter reform to take measures to establish unified basicpension system, along with quantitative analysis. Last but not the least, problems duringthe process of establish unified basic pension system is emphasized in this thesis. |
