Research On The Old-age Security Of Land Expropriated Farmers In Liaoning

China is in the period of accelerating urbanization,at which a large number of rural agricultural land is inevitably converted into industrial land,which is a development stage that all countries must go through.After the peasant’s land is requisitioned by the state,their status is no longer a peasant,but they can not be integrated with the original urban residents.As a special group,they get a special identity-land expropriated farmers.With the rapid development of society,the traditional form of depending on family members to support the elderly in rural areas has been unable to protect the basic livelihood of rural elderly residents,land-expropriated farmers feel more helpless.Therefore,it is of far-reaching practical significance to study and put forward the countermeasures and suggestions on the old-age security of the land-expropriated peasants to promote the land-expropriated peasants to enjoy their old life.Since 2005,the Liaoning provincial government has established a system to guarantee the basic life of the land-expropriated farmers.Although it has improved their living standards for the elderly,some problems have gradually appeared in practice.Based on an in-depth analysis of the problems faced by the land-expropriated peasants in Liaoning Province and the practical experience of other provinces such as Jiangsu Province,this paper reveals the fundamental causes of these problems in Liaoning Province and puts forward a package of proposals to solve these problems.At present,there are still some problems in the old-age security system for the land-expropriated peasants in Liaoning Province,such as the lagging of policy research,insufficient government investment funds and the raising of security objects,relatively low level of actual security,and low coverage of security implementation.The main reasons for these problems are the imperfection of land expropriation compensation system,insufficient supply of old-age security policies,and the inadequate responsibility of governments at all levels.Finally,this paper gives some suggestions to solve these problems,including perfecting the land expropriation compensation system,perfecting the system,strengthening the functions of the government,and strictly implementing the pre-examination and approval of the implementation of old-age security.Establishing a reasonable old-age security for the land-expropriated peasants is a livelihood project related to land management departments,social security departments and finance and other government departments.
