Rural-urban land conversion is an inevitable socioeconomic phenomenon in the steady advancement of China's modernization,urbanization and industrialization,and the result of land factor fluxion and competitive resource allocation.While meeting the land needs of economic development and urban expansion,it has also caused a series of social and economic problems,among which the problem of land-expropriated farmers is particularly urgent and serious.Due to rural-urban land conversion,the massive land-expropriated farmers in China(the number reached 120 million in 2015)have yndergone significant changes in production modes and lifestyles and many of them have fallen into the plight of survival.Rural-urban land conversion,which involves the immediate interests of peasants,has taken place more frequently in recent years.Therefore,it is of great significance to the healthy,harmonious and stabilized development of rural and urban economy and society to notice the welfare of land-expropriated peasants caused by rural-urban land conversion,safeguard their living standards and improve their welfare.Currently,researches on the welfare of land-expropriated farmers are not uncommon and they are mostly focused on the analysis of factors influencing the welfare or simple quantitative measurement of the welfare of land-expropriated farmers.From the perspective of conversion factors,however,there are few researches about welfare changes caused by rural-urban land conversion.Therefore,this paper regards regional policy environment as a conversion factor that influences the welfare of land-expropriated farmers and selects Tianyang County(a key development zone in Baise of Guangxi)and Tiandong County(a major producing area of agricultural products)as the study areas.It is based on Sen's capability approach and externality theory to construct welfare evaluation systems required.By virtue of fuzzy mathematics,welfare of farmers in the key development zone and the major producing area of agricultural products before and after rural-urban land conversion are measured respectively and comparatively analyzed.Finally,basic conclusions are drawn,thereby providing certain reference for the establishment of land acquisition system,the formulation of land acquisition compensation policy and the adapted solution to the welfare problem of land-expropriated farmers.The whole paper consists of five Chapters.Wherein,Chapter 1 introduces sources of the subject and emphatically reviews previous researches.Chapter 2 defines connotations of related concepts and selects basic theories.Chapter 3 follows the index selection principles to construct a welfare index system that contains 6 functional activities and determines welfare evaluation methods.Chapter 4 is the empirical core of the research.It measures welfare changes of peasants in the key development zone and the major producing area of agricultural products respectively by virtue of fuzzy mathematics and draws the following conclusions:fuzzy value of total welfare of peasants in the key development zone has reduced from 04827 to 0.3637 while that of peasants in the major producing area of agricultural products has reduced from 0.4903 to 0.3809.Chapter 5 summarizes the conclusions,puts forward corresponding policy suggestions,truthfully describes possible problems with the research process and presents promising research directions.
