| The collective economy is an important part of the socialist public ownership economy.Strengthening the collective economy is the material basis for consolidating and strengthening the public ownership economy,coordinating the development of urban and rural areas and promoting the revitalization of socialist pastoral areas.It is an important guarantee for promoting the construction of grass-roots organizations in pastoral areas and implementing the Party’s principles and policies.The reform of property right system is the premise of expanding collective economy and the foundation of collective economy share cooperation system.This paper takes Sonid Left Banner and Alashan Left Banner,one of the 100 pilot counties of collective property right system reform in pastoral area,as the research object,and deeply analyzes the practice process and existing problems of collective property right system reform.The concrete manifestation is to define the membership status,convert collective assets into shares of members of collective economic organizations,and then protect the legitimate rights and interests of collective economic organizations and members.Through in-depth analysis and investigation of the development of collective economy in the region,it is found that the current reform of collective economic property right system in pastoral areas is facing resistance,the foundation of collective economy is weak,the industry lacks the support of scientific and technological talents and the lack of innovation in operation mechanism.Based on the typical case of collective economic development and the reform satisfaction of herdsmen,this paper expounds how to do well the cooperative system of collective stock economy from the aspects of legal guarantee,supervision and management,benefit distribution and income expectation,in order to provide reference for the reform and innovation of collective economy in pastoral areas in our country. |
