Collective assets are the material basis on which farmers and herdsmen depend for their survival,and are an important prerequisite for farmers and herdsmen to achieve collective prosperity.The research on collective assets not only plays an important role in improving the quality of herdsmen's material life,but also protects collective property The perfection of the system of collective assets is of great significance.In the report of the 19th National Congress,the Party pointed out that the problems concerning agriculture,rural areas and farmers are fundamental to the national economy and the people's livelihood,and put forward that the implementation of the rural revitalization strategy should deepen the reform of the rural collective property right system,protect the property rights and interests of fanners and expand the collective economy.In order to strengthen the collective economy,the first thing is to manage the collective assets well,activate the potential of the factors of collective assets,promote the value-added and value-preserved,and establish a new operation mechanism of the collective economy in line with the requirements of the market economy.Under the guidance of the theory of institutional change,this paper studies the problem of collective asset management in pastoral areas by means of field investigation and literature research.Firstly,it analyzes the drawbacks of collective asset management under the existing system.For example,there is a lack of quality of finance staff and asset managers and a lack of professional staff in financial management.In the asset management system,there is a problem of lacking or imperfect system.The ownership of property is not clear is also an important issue.At the same time,there are many problems in the management of various assets.Then the principles of designing the new system and the goals to be achieved are elaborated.Then design the new system under the guidance of principles and objectives,Mainly designed.(1)Receivables collection system;(2)The method of realizing the benefits of iron storage and the management system of livestock assets;(3)The standard for depreciation of fixed assets,and the criteria for distinguishing between operating and non-operating fixed assets;(4)The definition of the attribution of property rights;(5)The distinction between forest assets and resources assets,and the grassland resources management system.Under the guidance of the principle of incentive compatibility,an incentive system for the management of accounts receivable and fixed assets is designed.At the end of the article,some suggestions on macro countermeasures are given.First,strengthen the talents construction of financial team;Second,strengthen internal and external monitoring mechanisms;Third,put forward the innovation pastoral collective assets management model,etc.,in order to contribute to the collective assets management of pastoral areas.
