As a business entity,reducing costs and increasing profits are the basic strategic goals of enterprise development.In the fierce market competition,competition among enterprises is gradually heating up.Compression cost is an important way for most enterprises to gain competitive advantage.With the change of labor structure in China,the labor dispatch mode has gradually been accepted by more and more enterprises.After the reform and opening up,China introduced a labor dispatch system from abroad.Many enterprises,especially some state-owned enterprises and institutions,have adopted laborious and flexible human resource utilization methods while carrying out labor and personnel system reforms,and have achieved some positive results.However,with the passage of time,some of the drawbacks of the labor dispatch system have become increasingly apparent,and there have been many criticisms about the labor dispatch system in the society.How to correctly apply the labor dispatch system,manage labor dispatching employees,and maximize the benefits of enterprises under the premise of safeguarding their legitimate rights and interests is a problem that needs to be seriously considered at present.Based on this,based on the collection,collation,analysis and review of domestic and foreign labor dispatch related materials and research results,combined with fairness theory,expectation theory and reinforcement theory,etc.,based on the E-city power supply company as an example based on the company's development status and current labor services.The dispatching personnel management measures,using the questionnaire survey method,from the perspective of labor dispatch personnel recruitment,training,assessment,wages and benefits and basic labor management,explored the main problems in the management of power system dispatch personnel.The research carried out research on the management system and norms of personnel dispatched by the power system,the sense of belonging,dispatched personnel,performance appraisal,career planning,etc.,and put forward specific countermeasures and opinions to optimize the management of labor dispatch personnel in China.At the end of this paper,based on the management concept and objectives of power system dispatch personnel,from the establishment of a sound legal system norms,guarantee the basic rights of dispatched personnel,build a fair incentive mechanism for dispatched personnel,pay attention to the dispatched personnel career planning;build a sound assessment mechanism;focus on dispatch Personnel post training and other aspects put forward countermeasures and suggestions;aim to comprehensively improve the management level of enterprise dispatched personnel and improve the overall work efficiency and competitive advantage of the enterprise.
